Meoting_ oalled to order at 9 P.M.
Present: Batchelder, Daniels, and Van Horn„
Absent; HurBt, and Schabarum.
Mr, Searle s and Mr, XQP= were present to ask approval of tentative;
map on their proposed subdivision on Tract #14710. As the map was
note satisfactory to the Counoil the following action was taken
upon agreement with the subdividers present, Daniels moved that
decision on the matter be with fbr 30 , Jaye so that subdividers•
may preaent,-a revised tentative map to the West -Covina Planning:
Commission for their further consideration, Motion:. seconded by,
Van Horn and carried,
Mr, Ruggleberg again presented his petition for a Motor Court:
Varienoe at 250 Garvey Blvd, Thw matter had been passed back t0
theCouncil by the City Planning Commiss-ion with their approval,
The Council then made examination oftentative plans and did not
consider them oomplete as to -both plan& and specifioation-atherefore
the, matter was referred back to Ruggleber& for proper oompletion-,
Building; Inspector Jackson advised Ruggleberg to first get the
C,P,A..approval, He said that any structure oosting�over W0 had
to have the -Federal Agency approval before prooeeding, with the
project,
Allatter was read from former City Attorney Lance D. Smith. It was
moved byjVan Horn that this letter b®rraeorde:d in the minutes and.
the- motion was seconded. by Daniels and carried, The- oopy of the

of tflisir city, If all suoeeding,; members of the City Council will
work as faithfully= and loyally for the proper development of the
city as those= now in office, and past, City Councils-, have done, I am
oonf'idenb_-, that the: future devellpment; of the city will be such
that wenoan all be proud of` tie: share: we have had in its. dtvelopment.
I will watch with a. great deal. of' intere at; the future
growth of, West Covina and will always lend, & willing, hand if' neee.

Minutes, of- the: Council meeting_.- of, March 19, 1947 were. read and
declared approved as .read.
A letter from Covina Highlands Civic Association was read calling
attention to the traffic.hazard.at-Ithe intersection of Garvey Blvd.
and Citrus Ave. They sugge sated a stricter° policing; of traffic at
this- crossing eV. e-cially in the-- rush hours, Daniels moved that the.
City Engineer Ellabe instructed to write tzq the State Highway
Commisvion asking that atop and go traffic idgnals be installed at
the. intersections of Orange Ave,, and Garvey Blvd, Azusa Ave. and:
Garvey Blvd, Citrus Ave, and Garvey Blvd; Motion was seconded by Van
Horn and passed.
Resolution was offbred by Daniels commending;the establishment of
the_: newspaper to be called the West Covina Tribune by the,
• publishem of the Covina Argue-•0ltizen, Van Horn seconded and
resolution carried,_ •
The matter of the water overflow from Covina on to the streets of
