West Covina City Council
March 19, 1947
Meeting called to order -at 8:00 P.M.
Present: Batchelder, Daniels, and Van Horn,
Absent: Hurst and Sehabarum.
Mr. Ruggerberg was told that his application for a Motel variance
would have to be referred back to the Planning Commission on
March 20th. for further check before an answer could be given to
Him.
Mr. Corwin Hoffland and Carl Miller publishers of the Covina -Argue
Citizen were present to ask the Councils opinion as to starting a
newspaper in West Covina. They believe that if a paper were started
now it would help develop the community. They promised to put out a
good weekly paper. The new press that they have coming for the
Argus-Citizen office will have four times the capacity of their
present equipment, Their idea was tondeliver a few copies of the
paper free and then develop their subscription list. All Councilman
present expressed their approval of the plan.,
They then asked if they oould.have desk space in the City Hall
temporarily. The opinion was that the building was really too small
but that no objections would be offered to them establishing a
mailing address at the City Hall.
Minutes of the Meeting of March 12th. were read and declared approved.
Resolution received from Baldwin Park Chamber of Commerce protesting
against the establishment of a Womans Prison ar a State Reform
School at Spadra, site now occupied by the Mt. San Antonio Junior
College.
Letter and map received from L.A. County Regional Planning
Commission giving details of the 79th amendment of the L.A. County
Master plan of highways. The letter asked the West Covina Council
for questions or suggestions concerning same. The public hearing on
this amendment will take place on April 9,1947. The matter was referrot
ad to the City Planning Commission for recommendations.
I Councilman Van Horn made the motion that Jerry Nichols be employed by
16 the City as Court Clerk at a salary of $250,00 per month.
Daniels seconded and motion carried.
The sign ordinance was discussed and several suggestions were made.
It was moved by Daniels that the matter be given to the Planning
Commission for their recommendations..
Motion seconded by Van Horn and Carried..

Ordinance # 133 prohibiting and regulating the construction, maintain-
ing and use of dwellings, trailers, and storage areas was broughtQao�aR 3
the Council. wµ
