02-19-1947 - Regular Meeting - MinutesI Minute of the Regular Meeting of West Covina City Council February 19, 1947 Meeting called to order at 8 P.M. All members of the Council present. Minutes of February I2th. Read, corrected and approved, Mayor Batchelder presented Lance D. Smith, the retiring . City Attorney, with a pen and pencil set as a token of appreciation fron the City of West Covina for the long and faitful service rendered t by him, Mr, Rugg4berg appeared before the Council on the matter of a motel varience that he had applied for on February 13, 1946.,The _;q.- matter had been brought before the Council on that date but because no plans had been made he was referred to the Building Committee, He said that plans had been presented to Athe Committee a few days later but nothing had been done about granting a varience, The Council told him that they would investigate the matter and make a decision on it at an early date, :° T.J.Stallman asked the Council whether he would be permitted to move in a business building on Garvey opposite the City Hall f®r the purpose of conducting a family package or off —sale liquor store He was told that as to mpving.the.building he would have to consult the City Building Inspector as to the liquor store he was advised to find out about the obtaining of a liquor license before apply— ing for a varience. Mr. Nicholas asked for information as to the possibility of obtaining a motel varience on Garvey if he purchased property there He was advised to present application for varience before buying the property., Mr. Duff subdivider of Tract 13998 presented his subdivision >, map asking that he be allowed to ghange it to show Crescent Ave. carried through to Glendora Ave. He said that the way it was now, access to'his subdivision was cutoff from the East and South. City Enginee-r Ells confirmed this, Truman Johnson who was present also recommended the change. Schabarum moved that subject to approval of the City Engineer that the cut through of Crescent Ave,, to Glendora Ave. on Tract 13988 be allowed.. Motion seconded by Hurst and carried. Truman Johnson again offered to make a gift of 38 shares of La Puente Water stock to the City. Schabarum moved that the matter be referred to the City Attorney for investigation and recommendation. Daniels seconded and motion carried, The matter of the r",ue st of fred Spencer to appoint. some one from the Cizy and also some one -from the Police Department to act as representatives at the California Youth Authority was brought up. Mayor Batchelder said that the matter had been referred to Chief of Police Brown for action,. City Clerk read a letter from the Walnut Chamber of Commerce in answer to our letter to them concerning a resolution of protest passed by the City Council on February 5, 1947against the establishment of a Womans Pri nr State Reform Scholl by the.State of California on the si'ormall y occupied b the State Narcotise Hospital now occupied by the Mount San AntontioJ'uni®r College, They were in thorough accord with our protest and sub— mitted a copy of a letter that they had written to the slAte Representative stating their objection,, The idea of inviting the Planning Congress of Los Angeles County to West Covina in April was discussed but left for further consideration. The appointment of a Planning kmmi s sion for West Covina was talked over. It was agreed that outside members in addition to the two officio members, Mr. C,J.Hurst Jr. Councilmah and Mr, J.C,Ells City Engineer, would be enough at present, The following appointments were made by the Mayor: Dr. Wellesley P. �i -, for a term of one year. Clyde King George P. Douglas 11 11 11 11 two 11 Robert Flotten 11 It 11 11 11 11 C.J.Hurst Jr. ex officio, J.C.Ells 11 11 , The City Clerk was instructed to send official notice of appointment.to each of them. Hurst moved that the Mayors recommendation of six names mentioned for members of West Covina Planning Commission be app— roved. Seconded by Daniels and carried. Schabarum voted no in protest because the appointment of one out -side member was held over for further consideration, He stated ,Y thakt he stood for the full appointment -of the 8ommiailon at this meeting.. As there was no further business brought up the meeting was declared adjourned. Mayor
