02-05-1947 - Regular Meeting - MinutesMinutes of the Regular Meeting of West Covina City Council February 5,1947 Meeting called. to order at 8:00 P.M. Present: Batchelder,Daniels, Hursft,Van Horn Absent: Schabarum Truman Johnson presented a request for a business varience on the lot in thesoutheast corner of Vine and Glendora Aves.to erect a building, of the smallcottage type of architecture, to house a neighborhood food market andgasoline station.He said that forty five families have purchased in the Tractand that this market would be of great con- venience to them as well as those families in neighboring subdivisions that are being sold.He stated the store would contribute to,the rapid growth of West Covina as most of the wives in this section would be without cars during the day and would have to be withih walking distance of a market in order to do their shopping.He also said that because of the section being without shopping facilities and trans- portation the rederal Housing Authority would not cooperate with subdividers and home owners on loans.He invited some of the Council- men to go with mkim into Los Angeles to attend a meeting with the F.H.A. in order to get their viewpoint on loans.The matter of parking area was discussed and it was the opinon of both the City Attorney and the City Engineer that when the Application for varience is presented the parking area should be part of the plan. Mr. Johnson was told that while nothing could be affieally done without the detailed. pale the City Council expressed individual approval of the idea.He said therfore he would proceed with the plans. The location of the Mt.San Antonio Junior College was discussed.the site that is being considered is the old State Norcotic Hospital site at Spadra.1t was said that this property was owned by the State of California and isnow considered by the State as a possible location for a Woman's Prison or a State Reform School. It was moved by Daniels that a protest be made to the State against the establishment of either a Woman's Prison on a State Reform School on the site at Spadra formerly used by the State Narcotic Hospital and now being used by the Mt.San Antonio Junior College and that the adjacent communities of Azusa,El Monte,Baldwin Park,La Verne,Pomona, Puente,San Dimas,Covina,and Walnut.be asked to -join with West Covina in protest and to adopt -similar resolutions. Motion was seconded by Hurst and passed. Motion was made by Van Horn that the Board of Directors of Mt. San Antonio Junior College be petitioned to consider West Covina as a favorable location for the new site of the Junior College. Motion was seconded by Hurst abd carried. Application for a varience to erect a business building at 1540 Garvey Ave.by B.Rhea Lang. was submitted.to'the Council.Motion was made by Daniels to place the application on file for further consideration.Van Horn seconded and motion was carried. r t Floyd Gelvin brought attention of the Council to a case where a family were occupying a house located at Service and Sunset that was unfit for habitation and on which no building permit had been issued. Percy Jackson City Building inspector who was present said said that no requirements had been met by the owner such as building permit and sanitary cede. Van Horn said that he thought the matter should be taken care of by the building inspector and not brought to the Council.Mr. Gelvin said that he heard of a plan vhere the City of West Covina was to be severly criticized for allowing a condition like this to exist without taking immedate action. The Council referred this matter to the Building Inspector and the Chief of Police for investigation and action. Minutes of January 29th. were, read and stood approved as corrected. A note of appreciltion was read from the Mossberg family for flowers sent to the funeral of the former City Councilman Carl Mossberg. Letter was read by the Mayor from I.Worth Everett. concerning the reduction of the subdivision Fund Bond from $100,000 to $500000. Daniels moved for the reduction motion seconded by Hurst and carried. Reduction waw to start January 1#1947. Letter of resignation by Lance D.Smith was read and the matter was held over for further consideration. The tentative map of the F auria subdivision on Tract #14635 was brought forth for consideration. Van Horn moved its approval subject.to the recommendations of the City Engineer attached herewith. Motion was seconded by Hurst and carried. As there was no further business the meeting was declared adjourned. i ty er
