01-29-1947 - Regular Meeting - MinutesMinutes of West Covina City Council Meeting. January 29, 1947 Meeting Called to order at 7:15P'.M, by Councilman Arthur Daniels who acted as Mayor in the absence of Mayor C. I. Batchelder. Present .- Dan&els, Hurst, Van Horn Absent -- Batchelder, Schabarum Ordinance #131 covering the annexation of southerly addition #3 was offered for passage by Van Horn and seconded by Hurst The vote stood Ayes: Daniels - Hurst - Van Horn Noes: None Absent: Batchelder - Schabarum Minutes of the meeting of January 22nd read and were approved as corrected. The tentative map of Truman Johnsons proposed subdivision on Tract •14681 waslrought before the Council. Hurst moved that the tentative map be approved subject to ne commitment by Council covering any portion of the subdivision for commercial use. Motion seconded by Van Horn and carried. Motion was made by Van Horn that all future subdivisions in the City of West Covina be required to install concrete curbs and one foot gutters regardless of grade and that the said curbs and gutters must be included in the subdivision maps before presenting same to Council for the purpose of approval. Motion was seconded by Hurst and carried. Resolution #96 approving the final map of subdivision on Tract 14P;7"*subject the posting of sufficient additional bond to cover the added improvements required by change of policy. Resolution was offered by Van Horn seconded by Hurst and carried by following vote. Ayes: Daniels - Hurst - Van Horn Noes: None Absent: Batchelder - Schabarum Mr. Roland Reynolds of the Los Angeles County Air Pollution control was present to explain the County Smog Control Ordinance. The Count)[ has passed this ordinance and is asking the 45 cities in the County to cooperate by passing similar ordinances -.--He explained the County ordinance and left a copy with the City Attorney Smith so that the West Covina City Council could consider the matter. City Attorney Smith read a letter from City Attorney Stafford of Covina concerning the overflow of water from the Covina sewage disposal onto some of the streets of West Covina. He promised that Covina would take care of the matter within kko e weeks. City Attorney Smith was asked to contact the Covina Mayor and point out to him that the water could be diverted at once without a great deal of trouble. Hurst moved that Covina be asked to give the matter immediate attentiAn. Van Horn seconded and motion carried. Otto Worthy of West Covina School requested that two trees in front of the school house, standing on City property be removed by City.
