Meeting of the City Council
of West Covina, held at City
Hall on January 22, 1947
Meeting called to order at 8:00 P.M.
Present - Batchelder, Daniels, Hurst
Absent - Schabarum, Van Horn '
Messers - Pitzer, Bell,=�le��=�c�c offered a suggested site for
a business center on south side of Garvey Blvd. running from Lark Ellen
to California and extending south from there taking in approximately 111
acres. The matter was discussed with them and they were advised to
get a definate'proposal together to present at the meeting of February
• 12th.
Minutes' -of January 8th, were read andwere declared approved after
insertion of the passage of Resolution ,#95 setting date for hearing of
Attrill petition for annexation.,
Minutes of January 5th, meeting were read and declared approved as read.
In the minutes of January 8th, the tentative map of Tract 14611 Richard
Millar was approved subject to these conditions. Mr. Nichols told the
Council that Mr. Millar objected to condition (b) which required a
bridle path along the rear of the proposed lots. Councilman Daniels
suggested that Mr. Millar be contacted and some satisfactory agreement
made on this point.
City Attorney Smith read a letter that he had written to the City
Attorney of Covina concerning the water overflow running in some of the
West -Covina gutters from the Covina sevlage disposal system.
The request for a varience on Garvey to erect a building to house a hard
ware store, by Mr. G . E. Thompson was discussed at length but no action
taken.
The fact was brought to the Councils attention that Mr. Lang was preparing
to erect a business building on Garvey without having obtained a varience,
also that Mr. Cirpiani who had been denied a varience for a Motel was

of Zoning Ordinance. Chief of Police Brown was instructed to stop g

subdivider) At Merced and Glendora. He stated that the tract restrictions
were the same as those on Truman Johnsons other Tract 127&j. Daniels
moved that the map be placed on file for further consideration. Approval
of this subdivision by state is first necessary because of Glendora Avd.

Hurst seconded and motion carried.

Map of proposed subdivision on Tract 14575 was studied and discussed.
No action was legally possible because territory has not been officially
annexdd to City.
Letter from Ted Lane was read asking that an immediate accounting be
made of his funds on deposit with city as a guarantee of the completion
of improvements and inspection fees on his subdivision on Tract.vQ.i�
The matter was turned. over to Jerry Nichols to see if a satisfactory
arrangement could be made about fire plug installation costs.
A motion was made by Daniels and seconded by Hurst that the City
Attorney be instructed to draw up an Ordinance cancelling all of the old
variences whose holders have not availed themselves of the building
privilege granted them in the varience within six months from date that
varience was granted.
Motion carried.
