Meeting called to order by Mayor at 8:00 P.%..
Present- Batchelder, Daniels, Hurst, Schabarum, Van Horn .
• kbsent- None.
Councilman Schabarum moved that the City of West Covina place
all of 'their insurance with an association formed by insurance
men who are tax payers in West Covina with the understanding that the
the insurance business be fairly divided among all members of
the association.
The motion died inasmuch as same was not seconded.
The matter of variation of set back lines was discussed and the
Council was informed by City Attorney that this had been fully
provided for in Ordinance No.127 which was an amendment to
Ordinance No.100

Police Commissioner Van Horn broughtPthe matter of the police
radio on.the motor cycle . It seems that the one now used,
which cost $175.00, was not satisfactory, and ;;hat a new one -e
could be built at a cost of 200.00 that would give satisfactory
performance. He said the old one could be returned and credit
would be given to the city for full cost on trade for new one,
Councilman Schabarum moved that the old radio be traded in at
$175.00 on the purchase of a. new one at $200.00.
Daniels seconded and the notion carried.
It was moved by Councilman Hurst that Councilman Daniels be
empowered to sell at the ceiling price of 1020.00 the old 1946
2 door ford used recently by the Police Department.
Action seconded by Van Horn and carried.

A motion was made by Councilmanchabarum to pay to S. C.
Nichols a monthly salary of $250.00 per month 0wrting Nov.
let 1946.
Motion seconded by Hurst and carried by unanimous vote.
The matter of establishing an auxiliary police force was
brought before the Council by Police Commissioner Van Horn
He said that.Upland, California, had such a plan and that by
using eame here a savinge could be effected in the pay roll.
The .plan is'to have a force of men who are eager to secure ex-
perience in police work be accepted by the city for voluntary
serviZe..•without pay to go with regular police officers in the
car when on duty. AArecord would be kept of each man's fitness
for the job, and when regular work with pay offered itself;
the man with the bewt record would be recommended. This applies
to service,in 'hest Covina or elsewhere. In other words, it
would be a'\training school for future officers and give them the
experience that they need to qualify for employment in this line.
Ordinance No..129, an amendment , to Ordinance 31, allowing Southern
California Edieon Company,to erect a power sub station at lo-
cation at Merced and ffillbw1property described in detail in
Ordinance, was brought up for passage -
