of City Council of West Covina
October 16, 1946
Meeting opened at 8:00 P.M.
Present: Batchelder, Daniels, Hurst, Schabarum, City Clerk Hall,
City Attorney Smith, City Engineer Ells.
Absent: Van Horn
Mr White and two other representatives of The Southern California
Edison Company presented an application for zoning varienee to erect
a power sub -station at Merced and Willow.
Councilman Schabarum made a motion that.an ordinance be drawn up by
• the City Attorney allowing the Southern California Edison Company
to erect a temporary power sub-station<•7.at described location to be
maintained by them on the understanding that the temporary station
will be replaced within one years time by a metal clad permanent
station.
Motion was seconded by Daniels and passed by unanimous vote.,
The drainage problem on Orange Ave, and Workman (Meeker subdivision
Tract 13876) was brought up for discussion. This was in consideration
of letter from 0. D. Harbert, regarding the situation, read at the
Council Meeting on October 9th..
The recommendation of City Engineer Ells was set forth in a letter
as follows: '
A` Change curb radiis from 27 feet to 20 feet north and south

` B Blade out ditch on east side of Orange Ave, from end of curb
return, Workman Ave. to north boundry of Tract on new curb.

C Widen ditch on east side of Orange Ave., south from end of curb
return Workman Ave. to the south boundry of Tract
• Tapering widening from 7 feet at end of return to nothing at south
boundry of 'Tract a distance of 238-*feet.
Motion was made by Councilman Hurst to approve the City Engineers
recommendation and motion was seconded by Schabarum.-
Motion passed by unanimous vote.
On a further study of map of the Harbert subdivision on Tract 13166,
Councilman Hurst moved to approve the profile of the map for the
extension of Lang Ave. to the Highway. Motion seconded by Daniels
and carried.
Lengthy discussion was held concerning the application to the
government for funds to assist in establishment of an air port
in this city. The Mayor told the Council that in order to part-
icipate in this governmental program it was necessary to file app-
lication before the end of October 1946 and that the City would
be in no way legally bound by such application as they had until July
1947 to decide whether or not they would go ahead with the plan.
No action was taken on the matter but it was held over for futher
condideration.
Resolution #87 was offered by Daniels approving first supplemental
memorandum of agreement for empenditure of I cent gas tax allocated
for State Highways and authoriz#14the Mayor and City Clerk to sign
the agreement for the City. Seconded by Schabarum and carried.,
• City Clerk was instructed by Council to publish a request for bids
to supply City of West Covina with approximately 17000 gallons of
32 gravity fuel oil. Bids to be opened at regular meeting of Council
to be held November 13th,,1946..

Motion was offered by Councilman Schabarum to have City Attorney
Smith draw up an ordinance regulating the'bill boards in the City.
Seconded by Daniels and -carried..
An application for varience to erect a store building on Lot 1
Tract 10330 was received •from Floyd L. Barnes of 912 Garvey Blvd.
In view of theF °pis` zoning act now being -considered motion was
made by Daniels to deny this application seconded by Hurst and carried -
City Clerk was instructed to write a•letter notifying Mr. Barnes of
this action.
The matter of taking a census of the City was discussed. Cit Attorney
Smith said that the total cost of the census would be about 475.00 .
and that $230.00 would have to be deposited with application. The
Council asked him to find out when the application would have to be
made in order for the work to be finished up in time for next years
gas tax apportionments.
As there was no futher business brought up the meeting was declared
adjourned.
