Minutes of the regular meeting
of the City Council of West Covina
Way 15, 1946
Meeting was called to order by Mayor at'8 P.M.
All members of the Council resent by Mossberg.
'The matter of the Lane subdivision on Tract 1.2595 was brought
/ up for the purpose of approving the revised tentative map. This
map showed Lason Ave. modified by a turn in and a 54,Ft. right
of way instead of 60 ft. as shown on the original tentative map.
It was moved by Hurst that the reviled tentative map be assepted.
Motion was seconded by Van Horn and passed by unanimous vote of
these present. I
Mr. Cotter brought up the request of R.T. Gardner fo.r laying; of
water service lines in the F.R. Wilson subdivision on Tract 13865
and the Lee Mossberg subdivision on tract 13823. Mr. Gardner
handed in with his application a deposit check for $100.00 as a
guarantee against damage done to the City streets by the work
done. Letter to the City from Mr. Gardner was also submitted
requesting permission to use the public streets incconnecting
the water lines to the two subdivisions mentioned. Matter was -
referred to the City Engineer J.C. Ells fora check up.
Mr. William Cook subdivider of tract 14013 asked for a change in.
his original subdivision plan for a set back of 40 ft. from the
center line of Lark Ellen Ave. instead of a dedication for a
future street of that amount.
The motion was made by councilman Hurst that the tentative map _
J� as revised and presented herewith be approved subject to a dedi-
cation for a future street for the widening of Lark Ellen "kve.-
40 ft. from the center line of said street from Vine Ave. to Herring
Ave. and that because of the proximity of present buildings on
Lot #1 as shown on the map -that the subdivide*,is to shove a set
back line on said Lot l,to 40 ft. from the center line of Lark
Ellen Ave. Motion was seconded by Van Horn and carried by
unanimous vote.
The taking; of the census of the City's population 'was discussed.
It was said that the benefits derived from allotments on the
Gasoline Tax would greatly exceed the cost of taking the census.
It was moved that TrumET Johnson be required to dddicate 20 ft..
for a future service read along Glendora five.. running the lengit�,,
of his proposed subdiviaon in Tract 1278.5 and that the 28 foot
strip of land required to be deeded to the City of `nest Covina
far a future street in the approva. 1 of his tentative map on
March 28, 1946, now be eliminated._ Motion made by Daniels,
seconded by Hurst and passed unamimously.
Subject of demanding surety bonds on subdivivions was discussed.
City Attorney Smith read the laws concerning same.
'It was moved by Hurst that on subdivivions the subdivider be re-
quired to put up either cash or corporate surety bond to guarantee
payment for labor, material and other construction work done in
bringing subdivision to completion. Motion was seconded by
Daniels and was carried. No futher business was brought up so
