11-08-1944 - Regular Meeting - Minutes• • Minutes of the regular meeting; of the Council of West Covina,Califr. November 8,1944 Meeting was called to order by 1k2ayor Batchelder at 8 P.M. .Councilman Mossberg was absent. All other members were present. Mr Suess of the Regional Planning Commission was present and brought maps that explained the new proposed zoning system.He also brought a number of copies of the peliminary draft of the new suggested Zoning Ordinance for the Council to study. He went over the whole matter briefly and explained the map. He said.that he would come again on the second '.,lednesday in December to our next monthly meeting - to get the suggestions of the Council as to any changes that might be desired. .Mr Earl Lucas of 419 Meeker Ave was present and presented a lettet ' requesting a temporary permit to operate a plumbing shop in the rear of his residence. A motion was made by Councilman Van Horn and seconded by Councilman Daniels that a temporary permit not to exceed two years duration be geanted to Mr Lucas on the following conditions. That he erect no additional buildings or post any signs on said premises or establish and use any machinery which with his work or otherwise crdate any noise or in any way becomes obnoxious to his neighbors. The City Council reserved the right to terminate said temporary permit on sufficient complaint 'by neighbors or other cause deemed sufficient. This motion was passed by unanimous vote of those present. Another couple came to this meeting to get the attitude of the Council as to the issuance of a building perriit and license to operate a small restaurant East of Orange Ave on Garvey. This matter was held for futher consideration. A communication was read from the Iles t Covina Improvement Assn. as to flood conditions and the-controling of,weeds in cettain sections of West Covina.This was discussed and held over for futher consideration. .1+Ir Percy Jackson the City Building CoMmisioner was present and presented some problems from his department to the City Council. A corrniunication from the State Board of Equalization was read stating that at.10 A.M. on Thursday November 9th,1944 a hearing would be held at ',lest Covina City Hall on the protest by the City and various memidents bfrtthe community against the issuance of certain Off -wale Liquor Licenses. to Louis 'Delige and Chester L.Smith. n -�kesolution^*as offered by .City Attorney .Smith accepting the Grant Deed executed by the Meeker Land Company to the City of West Covina, on the property now occupied as the City Hall of West Covina. Motion to accept was made. by Councilman Hurst and seconded by Councilman Daticls. The vote. stood Ayes Batchelder,Daniels,Hurst,& Van Horn Noes None Absent Mossberg. Motion to pay the following bills was made by Councilman Daniels and seconded by Councilman Van Horn -This motion was passed by unanimous vote.
