ll2eeting was `called to order by Mayor Batchelder about` 8
All members of th City Council and City Officials present.
Outsiders ..present we're. -Mr- Leslie Robbi,niFVtest Covina .:who
presented the idea of 'renumbering the'houses 'on North "Allow
' Street;-He.'presented ,a'petition sib;--ned by 'resi'dente along""that
thoroughfare It seems that there, 'is a rather mixed up numerical
system existing at the. present and'he had a.rra.nged".a tena;tive
numbering "s`ys t-em for -suggestion to, 'the City Council `:Ir': 8.mi th,
City A"orney `took the petition and ma.p to present to the, City
Engineer for his approval. Action4i'll be taken later.
Mr Loui's De'laye and partner were present to secure the City Ceuncil's
approyaa to 'thee opening .of an off `bale liquor store at 506. Sts.te
Highway. 'State License has been applied for but not ":granted as. _
yet. They were Gold that City Council; would not take"action -bri-
`.' theACity License until State rliceiis`e ;had been obtained.Tney we.re
promised that if neccessary a,.spec,ial* meeting would be cabled 'to
take action when State License aa4''i`ss.ued.
,Reverend Warner was there to get -,irlfo'rmation as to the' establ'ish-
ment. of a church somewhere in Wtlest `Covina. He was advised' to 'wait
until the Planning Commission subiritted a report' "on the `re —zoning
of the City of ffest Covina, at which time `he will ca4tor"iriformation.,'
- . A communication. from Al Bergen was 'read applying for a City License
to open a fruit stand at the Southwest corner of �G1'e'ndora and State
Highway. City Clerk was instructed't'o' wkj to 'him'a lett-er-'ststing that
his application had been denied..Ori 'the y�,ctp1�te;t 'the motion to
deny was made by Councilman Hurst arid. Feconded by Daniels the- motion
c-as .carried by unamimous vote, ` • _ _ . -,-' '
It was. moved to employ Mr J.C.Ells 'of E1 Monte to act as City -Engineer
.of 'lest Covina when 'needed at rates quoted;in his letter of Oct. 10th
'to City. The motion was made by Daniels and seconded by -Hurst. The
moti`on was carried by unanimous vote.' City.Attorney Smith was delegated
to notify Mr Ells,of hi.s appointment4
.Dora Mae Van Horn's application for _a salary increase of $25.00 a
month was brought up again and it" Was" mowed by Councilman--Dariiele
that it be granted retroactive to ,September 1,1944.. The motion was
seconded by Mossberg and carried by unanimous vote.
• City Treasures Sayers, read her.financial report and as there was no
objection the 'Mayor declared• that i�t stood'approvedj ds read.
• The matter of the -approval of the annual Audits, of the City and .Police
Judge Reed made by Robert E %Va,lker,Jr. , was brought up . Lotion to
accept was made by Daniels and seconded by Moseberg. Motion carried
by unanimous vote.
/The following bills were read by the City Clerk and it was moved by
(' Coulcilman Hurst that they be paid and motion was seconded by Van Horm.
11otion carried by unanimous vote.
Police -report. fox -September was read individually by councilmen and no
objections"were offered.
