April 17, 1944
The City'.Council of the City.of West Covina, met.April 17, 1944, at
361 West Garvey Boulevard.
The meeting was called to order by.Mayor Robinson, and upon roll call
by the.clerk.the following -Councilmen were present:. Robinson,
Batchelder, �?aniles, Mossberg and Kendall.
Upon motion -by Councilman•Daniles, seconded.by Councilman.Mossberg,.
du1:C put and 'carried the council prodeeded to canvass the votes
cast.at the municipal election held on April.11, 1944, this being
a special meeting for that purpose.
Upon the completion of the, canvass of the votes cast at said municipal
• the council finds: as follows:
• That at said election the total number of votes castwas 262.
That the following candi date.for--aahe �C.ity CCouneil: received the
following votes:
Clyde I. Batchelder 189
Chas P. Kendall 104
Joe Hurst 151
C.A...(Ted) Roberts 110
Bert C. Van Horn 158
That Arthur M. Daniels received 229 votes for the City Council for
the short .term:
That the following.Candidatep_,for City Clerk received the following
,votes:
Carey S. Hall 168
Charles Kranz 83
That the following candidate for pity Treasurer received the following
votes:
Fern V. Sayers 245
Mayor -Robinson then declared that Clyde I. Batchelder, Bert C. Van Horn,
qnd Joe Hurst be declared elected to the City Council for a term of
• 4.years.
That Arthur M. Daniels be declared elected to the City Council r a
• term of 2'years:
That Carey S. Hall be declared ele.cted City Clerk for a.term of 4 years:
'That Fern V.. Sayers' be declared elected City Treasurer .for a term of
4 years. '
It was moved by Councilman Batchelder, seconded by Councilman Daniles,
and carried that a vote of appreciation be extended to two retiring
city Councilmen, Mr. Robinson and Mr. Kendall,. and to the retiring
City Clerk, Mr. Toland
That being all the business to come before the Council the meeting was
duly adjourned.

The newly elected council of+:the City of -West Covina met April 17, 1946,
for the purpose of Organization. The following.councilmen being
present: Van Horn, Batchelder, Daniels, Hurst. and Mossberg.
Upon motion-by.Councilman Van Horn, seconded by'Councilman Mossberg and
carried, A.M. Daniels was appointed temporary chairman.
It was moved by Councilman Tvlossberg, seconded by Councilman Daniels,
duly put and carried, that Councilman Batchelder be nominated for
the office of Mayor, thereupon councilman Hurst moved and was duly
seconded,that the nominations be closed and that a unanimous vote
be cast, for Batchelder to serve as mayor for a term of €emsyears,
motion unanimously carried..` T.No
It was moved by Councilman.Laniels seconded by Councilman Hurst, duly
put and carried that the -various committes be elected by the Council.
The following were nominated to serve on the auditing committee, Mr.
Mossberg and Mr. Van Horn, thereupon the nominations were closed
and.Mayor Batchelder declared the above nominees appointed to serve
on the auditing committe for -the next two years..
Councilman Mossberg nominated Councilman Van Horn, and Councilman
Daniels nominated Councilman Hurst to serve as police Commissioner,
Daniels voting for Hurst and Mossberg voting for Van Horn, thereby
creating a tie vote which was broken by the mayor casting his vote
for Van Horn.who"will serve'as police commissioner for the next.
two years.
Councilmen Daniels and Mossberg were nominated to serve on the Street
committee, nominations were closed and the above were appointed to
serve on the street committee for the, next two years,
There being no -further business to come before the Council the meeting
was duly adjourned.
