Damerel, chairman of the Bond Drive Committee to help covee the expense of the fourth Bond Drive. (OVER) An application by the Covina Highlands Development Company for a permit to lay a 10" 10 Gauge steel pipe line along the easterly ..side of Citrus Avenue to -the Southerly City Limits of the City - necessitating the crossing of Cortez and Cameron streets. Mr. Bircher, Persident of the Company presented -the petition in person and spoke before the Council in behalf of the petition. The following motion was put b-IT Councilman Kendall, seconded by Councilman Mossberg, duly put and.carried, that the permit for xx said pipe line be,granted on condition that a deposit be first made to the city in the sum of, $150.00 to cover the cost of repairing any damage to roads, said roads to be repaired by the and any sum remaining over and above the cost of repairing said damage to be refunded to said Covina Highlands Development Co. a further requirement being that that portion of the pipe line crossing any Highway shall be new pipe encased in another pipe the entire distance across such road or highway. Said Pine line to be laid at a depth to meet Coizncy and State requirements. The following resolution was offered by Councilman Batchelder, and seconded by Councilman Kendall, duly put and carried;'. RESOLVED: that the City of West Covina accept the offer of the County Forestry Department to serve the wets end of the City of West Covina with fire protection fron the Baldwin Park Station. -at $100.00 per hour, that the City Attorney be authorized to request the the County Authorities to draw up a forman agreement to that effect. It was moved by Councilman Batchelder, seconded by Councilman Daniels , duly put and carried, that the city buy 825750.00 worth of bonds with the street Improvement fund which is in the -bank of America.
