Mr.. -Wagner was present and asked that the City of We.st Covina pass legislation prohibiting the use of cattle pens for feeding purposes in certain districts in West CovinP. Ordinance No. 99, entitled an ordinanee"of the City of West -Covina. changing the nerve of State Highway to- Garvey Blvd. wa.s offered by Councilman Herring, seconded by Councilman Mossberg,'and was unanimously adopted. Ordinance No. 99, entitled an Ordinance of the City of West -Covina. to rrevent the building of sny open fires for burning.tra.sh, rubbish e.nd combustible materials after 11:30 A.M. without securing .a. permit, was offered by Councilman Herring, seconded by Councilman Mossberg, and t,T�.s unanimously aCi6pted-.
