The City Council of the Cityof West Covina., met May 13, 1942, at
1808 West State Highway. Those present were: Carl H. Mossberg,
Walter S. Herring, D.H. Robinson, C.P. Kendall and C.I: Batchelder.
The minutes of April 8, 1942, and April 21, 1942, were read
apprived.
The following bills were read by the Clerk and upon motion
cilman Batchelder, seconded by Councilman Herring, duly
carried were Allowed. ordered.paid.

Mr. Spruill and Mr. Griswald from the County fire District at•Ba.ldwin
Park were present, and gave a talk on.the possibility of fire
portection and fire equipment for the City of West Covina.
It was moved by Councilman Mossberg, seconded by Councilman Kendall,
duly put and carried, that Chief of Police Joe Fritsch be ins- •
tructed to sign•a complaint against Mr. & Mrs. Hawkins to compel
teem to remove their dog kennels. •
Ordinance No. 92, entitled an ordinance of the City of West Covina
regulating the keeping of Dogs and Dog Kennels in the City -of
West Covina, was offered by Councilman Herring, se'cond.ed by
Councilman Mossberg, and was adopted by the following -votes,
to -wit:
Ayes: Mossberg, Herring, Kendall, Robinson and Batchelder.
Noes: None ' -
Ordinance No. 93, erititled and Ordinance of the City of West Covina
relating to Air Raid Precautions, declaring the urgency thereof,
and providing that it will take immediate effect, was offered
by Councilman Batchelder, seconded by Councilman Mossberg, and
was adopted by -'the following votes, to -wit;
Ayes: Mossberg., Herring,Kendall, Robinson and Batchelder.
Noes: None
Absent: None
Upon motion by Councilman Herring, seconded by Councilman Mossberg,
duly put and carried, the question of Civil Service_ for the
City of West Covina was tabled.
It was moved by Councilman Herringy,7seconded by Councilms.n Batch-
elder, duly nut and carried, Joe Fritsch was instructed to
buy a. battery charger for the vity of West Covina.
The City Clerk was instructed to write a letter to the Red Cross
expressing the appreciation of the City Council for.ma.king the
arm bands for the air aid Wardens.

meeting was duly adjourned.
