OF WEST COVINA
The meeting was held.on December 171h, 1941.
Present: Mayor D. H. Robinson, Charles Kendall, and L. Ree�a.
Absent: J. K. Hedges, and C. I. Batchleder.
The purpose of the meeting was for the Ordinance Number 93,
entitled " An Ordinance of the City of Nest Covina relating
to Air Raid.Precautions." Said Ordinance is set out in full
and attached hereto. Moved by Kendall, seconded by Reed, t.het
Ordinance 93 be adopted carried by the following votes:
Mayor D. H. Robinson --Yes; Charles Kendall --Yes; L. Ree-Yes
No's--None. Absent Batchleder and Hedges.
On motion of Councilman Kendall, seconded by Councilman Reed, the
following resolution was adopted, "Be it resolved that City Ordinance
Number 93, having been adopted, and an emergency existing, which
requires placing said Ordinance into immediate efrect, that the
City Council of the City of nest Covina make every effort to have
its officials and citizens of West Covina cooperate with the Los
Angeles County Civil Defense Council, and with the sheriffs sub-
station at San Dimas, California, in carrying out the provisions
of said Ordinance Number 93, and to that end that the following
offices be established:
• General Chairman: Mayor D. H. Robinson
Vice Chairman: Charles Kranz
Secretary: C. C. Toland.
That said officials be instructed to report to the City Council
their recommendations of the necessary committees to carry out
• the provisions of said ordinance.
The adoption of this resolution was moved by Kendall; seconded
by Eee 1, and carried.
