The City Council of the City of Wept Covina met, flay. g, 1940, at
1843 i'test State Highway. Those present were:-B.H. Robinson,
L. Reeg, C.P.-Kendall, J.K. Hedges and Clyde Batchelder. All
The minutes of the meetings of April 12, and April 15th 1940, were
read and approved.
The following bills were presented by the Clerk and on motion by
Councilman Hedges, seconded. by Councilman Reeg, ar_d• carried,
were allowed and ordered paid.

Mr. Carl Mossberg was present at this meeting and asked for a permit
to build a temporary•Real Lstate office on his property on the
south side of Garvey where hr. davis formerly operated a real
estate office. Permit granted.
Upon motion by Councilman -Kendall, seconded by Councilman Hedges,
duly put and carried, -the American Auxiliary of Baldwin Park
were permited to operate a fire works stand at Culp'.s service
station in West Covina, beginning about June 23.rd and ending
the night of July 4th.
Resolution No. 55,.entitled-a resolution contributing ,2000.00.
toward -the retirement of Mattoon Act bonds in A and I district
No. 59, in the City of West Covina, was offered by Councilman
Kendall, seconded by Councilman Batchelder, and unanimously
adopted.
Upon motion by Councilman Reeg, seconded by Councilman Batchelder,
duly put and carried, lair. Fred L.'Douglas was-aoopinted as
our City :engineer.
A motion was offered by Councilman Hedges,. seconded by Councilman
Batchelder; duly put and carried, dening the claim of Enola
H. Bowman ->and B.I.I. Bowman for injuries received in an accident
they claimed that happened at the intersection of iierced and
willow Avenues in the City of West Covina, on January 28,1940.
The Clerk read a, written reguestfrom Chas Lelp and Oscar Jessee,
asking to' be _put on a straight salary .of $150.00 per 'month,
and on motion by Councilman Batchelder, seconded by Councilman
Kendall, duly put and carried, said request was denied.
Upon motion by Councilman Hedges, seconded b*y Councilman Kendall,
and carried the ±equest of the Bank of America° asking -the
City of West Covina to deposit -& part of the city funds in
said .bank"was tabled for the present. time.
The Clerk read a written request from the Baldwin park County dater
District, asking for a permit to excavate in�the Public High-
ways of �4st Covina at the following locations;
Beginning at a point approximately 900 feet crest of,the intersection
of -Garvey Blvd. and Iffillow street, *running east -along the
northerly side of Garvey Blvd. to the intersection of Willow;
thence north-easterly along the north-easterly side of Willow
Street a distance of approximately 1100 feet•.
Beginnin� at a. point approximately 700 feet west of the intersection
of .arvey Blvd. and Willow Street, running east along the south-
erly side of Garvey Blvd. to the intersection of Willow Street.
Beginning at a'point approximately 500 feet'southwest of the inter -

section of•Garvey Blvd. and Willow Street; running south-
westerly along the north westerly side of Willow Street to
the intersection of- Garvey Blvd.
Thereupon motion by Councilman Reeg, seconded by Councilman Hedges,
duly put and -carried, -said permit was granted to the Baldwin
park County, (later District, to lay and Maintain a V water main

at the above named locations in the City of 'Nest Covina, provided
the said 'Hater District will install about 2 fire hydrants at
2 different locations.
There being no further business to come before the Council the
meeting was duly adjourned.
