The Council of the City of West Covina met November 29, 1955,
at the West Covina Club ]louse. Those Present were: Neely,
Baldosser-and- Coffman. Absent: Dren.dell and Yarnell.
The purpose of the meeting.was to consider and discuss a
petition presented to the Clerk by a .District on the bast
side of west .Covina asking .to be made a part of the City
of west Covina.
The petition was read by the Clerk and was left.open for dis-
cussion.
Mr. F..L. Ylowder then gave a, few remarks about the . reason for
wanting to come.into West Covina. He described the pro-
rosed, sewage �plan.t that the City of Covina proposes to
build in that district, and the means by which they are
going to connect with the plant. He also says that the
eommunit,;* frr hP sY-paks has several water wells
1_ocated aith3nf-less=than`10003-feet of where the sewage
plant will_ be located.. he says that the City of Covina
has tried to buy property within its own limits but when
the man -'from whom the property was to be bought turned
them down when. he '.earned fhe purpose' for which it was
to be used.
Mr. F.L.Douglas a. resident of the proposed tract to be annex-
ed said that his main object in fighting the proposed
sewage plant was the depreciation in the property any
where near the plant.
Mr.. Mowder and ivir. Douglas both stated that the roads in the
district were in good shape and there would not be any
road work needed for some time..Nir. blowder states that
there are about 56 adults in the district'to be annexed
and that 40 of these have signed the petition.
Thereupon, after futh.er'discussion there being only three
members of the board present the Council adjourned the
meeting until Friday morning December 1st at Nine u'cloek
for the purpose of having all off' the members of the
Council present so the. matter could be considered further.
At this meeting held oa December lst 19,-53 an -adjourned
meeting from Nov. 29. 1933 and after further discussion
the following resolution was offered by 1Vir. .Coffman and
seconded by Mr. Baldosser. The vote was as Follows,to wit:
Ayes: Baldosser, Neely, Coffman,Drendell and Yarnell.
Noes; None
Absent: None.
It was moved by Coffman and seconded fir Baldosser that the
meeting adjour. Carried.

That the polls for the said election will be open
on the day hereinbefore designated Tor . the holding_ of the said
election between the hours of nine o'clock in the morning
and six o'clock in the afternoon of said date.
That on the ballots to be used at the said election
the said territory will be designated as "Easterly Addition No. I"
and the name "Easterly Addition No. 1" on the said ballots shall
mean and shall .be deemed and construed to mean the said ter-
ritory hereinbefore particularly described and proposed to be
annexed to the. said City of West Covina.
That on the ballots to be used at the said election
i there shall b,e printed the following:
Shall the territory designated as the "Easterly
Addition No. I" be annexed to the City of Test Covina? YES
Shall the territory designated as the "Easterly
Addition No. I" be annexed to the City of West Covina? NO
That if an elector shall stamp a cross M in the
voting -Square after the printed word "yes", the vote of such
elector shall be coul_ted in favor of annexation of the terri-
tory referred to in said proposition to the City of West Covina;
and if an elector shall stamp a cross M. in the voting saua.re
after the printed word "no", the vote of such elector shall be
counted against said annexation.
That the ballots to be used at t he said special
election, the opening and closing of the polls for the said
election, and the holding and conductizig of the said election
shall be in conformity as nearly as may be with the laws of the
State of California, except as otherwise provided in an Act
entitled "An Act to provide forthe alteration of the boundaries
of and for the annexation of territory to municipal corporations,
for the incorporation of such annexed territory in and as a
part thereof, and for the districting, government and municipal
control of such annexed territory," approved June llth, 1913,
and acts amendatory thereof and supplementary thereto.
