West Covina, California, July 8, 1931.
The City Council of the City of West Covina, met July 8, 1931
at the West Covina Club House. Those present were:
Robert H. Neely, C. H. Coffman, F. P. Baldosser.
Absent: Joseph Drendel, Arthur Yarnell.
The Minutes of the Council Meeting of June 10,. 1931, were read
and approved.
Ordinance No. 50 was given its, second reading by the clerk.
The following bills were approved by the Auditing Committee:
Charles Delp -labor 45.00
Joseph Fritsche-trailer hitch- 3.65
Total- - - - - - - 48"` ; 9
It was moved by Baldoss;er and seconded by Coffman that the bills
be .paid. Motion carried.
A resolution was offered by Coffman and seconded by Baldosser that
the clerk send a formal request to the County Road Dept.
and County Supervisors for an appropriation of $5000.00
for use on the following roads: Orange Street, Merced
Street, Irwindale Street and Sunset Boulevard.
Clerk was. instructed to answer the letter of the County Road -Dept.
by Albert L. Ott, explaining that the $2000.00 appropriated
by Supervisors on January 28, 1931 was used to resurface
Arroyo Drive.
Clerk was instructed to get a statement from George W. Jones as to
costs to City of West Covina of improving Covina Blvd. on
San Bernardino Road in West Covina.
Ordinance No. 51, fixing tax rate for the year 1931-32
y came up for
its first reading and was read by the clerk" said, ord iriance
setting the tax rate per $100 valuation at $.40 per $100.
It was moved by Baldosser and seconded by Coffman that Ralph Barker
be paid $B.00 per day for man, team and mowing machine for
mowing gutters and weeds on roads. Motion carried.
It was moved by Baldosser and seconded by Coffman that the East end

of Merced Street be oiled and sanded at an expense not
to exceed $200.00. h1otion carried.
On motion of .crank P. Baldosser'and duly carried by the following
vote, to -wit:
Ayes: Councilman Baldosser, Councilman Coffman,.
Councilman Neely
Noes: None
Absent: Councilmen Drendel and Yarnell
it is ordered that the following resolution be and is
hereby'adopted:
"WHEREAS, by a resolution passed on June 22, 1931 'by
the Board, of Supervisors of Los An'gele.s, County, California,
said Board, of Supervisors declared that * that portion of
Covina Boulevard in the .City of West Covina extending
between Maine Avenue and Hollenbeck Street should be a
part of the. system of County Highways in Los Angeles County,
and in said resolut ion ,said Board of Supervisors resolved
that said' above mentioned portion of Covina Boulevard was
thereby declared to he a part of the County Highway system
in Los Angeles -County as provided in that certain statute
of the State of California entitled "An Act Authorizing
Counties To Improve Or Assist In The Improvement Of Streets.
Lying In Municipalities" approved April 30, 1923, Statutes
1923, Page 123, as amended by the Act approved April 30,
1925, Statutes 1925, Page 236, and
WHEREAS, said resolution further provided that it is
the purpose of said. Board of Supervisors of staid Los
Angeles County. to improve said portion of Covina Boulevard,
provided the. consent of the governing body of the City of
West Covina shall first . be given.
NOW THEREFORE,be it resolved that the City Council of
the City 'of West Covina hereby grants permission to the
said Board.of Supervisors of.the County of Los Angeles,
State of California, to enter upon and improve said portion
of. Covina: Boulevard as in its resolution of June 229 1931
provided, under the provisions of the lawsand statutes of
the. State of California as in said resolution cited."
It was moved by Coffman and seconded by Bald`osser that. the meeting
adjourn. Motion carried.

West Covina, of July 8, 1931, are duly recorded on Pages
224, 225 and 226 of the book of record of said Council.
