The City Council of the City of Ast Covina met. April 8, 1931
at the West Covina Club House. Those present were:
S. L. Watts, Co H. Coffman, Joseph Drendel, F. P.
Baldosser, Arthur Yarnell, Absent: None.
Mayor Watts called the.Keeting to order.
The Hinates of the Council Neetilge of March Itand April 1, 1931,
were read and approved.
It w as moved by 3aldosser and seconded by Yarnell that the following
bills be paid. Motion carried.

Hog Fertilizer nuisance diacusaad. Clerk reported that he has
failed to receive answers to letters to 'Whittier and San
Bernardino in regard to such ordinances. Discussion
followed.
It was moved by Bald osser and 'seconded by Coffman that the City
Attorney draw up an ordinance covering the hauling of
hog fertilizer through *qity and fresh manure cominn into
city and spreading same in troves with, object of pro-
.hibitingI7 Hot ion icarried unanimously.
A delegation of, citizens of West ' Covina met with the Council.
Floyd Pratt reported that he had visited the plant at
Fontana Faims for drying and grinding the hog fertilizer
and thereby removing, the. offensive odor.
Mr. Jobe spoke against the City of West Covina laying off the
employees for anonth, and also protested against the
manner in which Wayne Weaver was belittled at the meeting
of April 1st. Angther citizen voiced his approval of
what 04 Job; said. Mr._ .Gray thought that the city
should not lay off the street force.
Mr. Baldosser explaiNd how the trouble started over the opening
of Merced Street and spoke in defense. of Wayne Weaver.
Mr. IVilliarris of Azusa Avenie, South. of Double Avenue,
spoke. well of Mr. Weaver's efficiency as a road super-
intendent. He expressed himself as hoping* Wayne Weaver
would continue in the office.
Mr. Hotchkiss talked about the efficiency generally of all county
and road employees .and :said that he feels that probably
West Covina is not getting 100-cohis on the dollar but
that the street force measures up to the averaie. He
said that if all matters are properly considered by the

board as a bode before action is taken, that all matters
would probably be handled harmoniously. Several others
spoke on behalf of the road crew and voiced the opinion
that the road crew ,Jere doing food work.
it was moved by B.aldosser and seconded by Drendel that the meeting
adjourn. :Tot ion carried.
