The City Council of the City of Ij1e st Covina met April 1, 1931
at.the West Covina Club Mouse. Those present were:
.'S. L. Watts, F. P. Baldosser, Joseph Drendel, Arthur
Yarnell. Absent: C. H. Coffman.
It was moved by Drendel and seconded by Baldosser that the City
Clerk have printed warrants and drawn on City Council
to pay present labor bills. Mot i on carried.
It was moved by Yarnell and seconded by Baldosser that all road
• work and la,00r be suspended for one month. notion
carried unanimously.

A delegation of citizens of West Covina met to inquire into the
opening of Lerced Street by the Street - Superintendent.
I'dr. fix topened discussion about the opening of Kerced
Street and told of be inc, requested to do so by Street
Superintendent and the reasons given him by the Street
Superintendent. Several tax payers freely expre..ssed
themselves as to inefficiency of Street Superintendent.
Some spoke in his defense.. General discussion of street
work followed. I:ir. Jobe protested against laying off all
the street force -
Hog fertilizer nuisance was discussed. It was moved by Drendel
and seconded by Baldosser that the Mayor appoint a. com-
mittee to investigate methods used by other muszicipa.lities
in permitting the spreading of hog fertilizer on groves.
Motion carried.
Mayor appointed Bald.osser, Drendel. and Yarnell on committee of three
and directed City Attorney to work on this matter with the
committee.
It was moved by Drendel and seconded by'Baldosser that the meeting
adi ourn. Motion carried.
