Vest Covina, Calif., May 29, 1929
The Council of the City of West Covina met at the West Covina
Club House on the 29th day of Mlay, 1929. Present, Gloege, King,
Watts and Yarnell; absent, Coffman.
Minutes of the meeting of May 22nd read and approved.
A communication from Helen Specht, Baldwin Park, dated May 25th,
recited that she had purchased the Ernst Hayward property located
on the West side of Orange Avenue and about 700 feet south of the
Pacific Electric line in the City of Vest Covina where she desires
to start a Rest Home for Old Ladies; the letter Further asked that
the Council of the City of West Covina grant her a permit for the
Rest Home and such alterations in or addition to, the present build-
ing as she might deem necessary.
James H. Steele, a real-estate operator of Baldwin Park, whom
the. Council judged vias'handling the property .transaction in question,
was present and Helen Specht personally appeared and explained just
what she proposed doing. The City Attorney read the provisions of
the ordinance covering the making of.additions or alterations to
buildings. The -Mayor then asked Helen Specht and hair. Steele to
step outside of the executive room for a few minutes to permit the
Council to privately discuss the matter; all of the councilmen ex-
pressed their personal opinions as unfavorable to.the granting of
the permit.for the Rest Home and some stated that verbal protests
had been made to them.
The Mayor:.Then asked that Helen Specht and Mr. Steele return
.to the executive chamber when he explained to her that the Council
was unanimously opposed to the granting of the permit she asked for
and that her request was -denied.
Ordinance Na.45, entitled "A ordinance.levying a charge against
all persons using bridges as carriers for pipe,, came up for its first
reading and was read by the Clerk.
Ordinance No.46, entitled "An ordinance prohibiting the build-
ing of homes for aged and infirm persons, and etch came up for its
first reading and was read by the Clerk.
On motion duly seconded, the meeting adjourned.
