01-30-1929 - Regular Meeting - Minutes177 Nest Covina, Calif., Jan 30, 1929. The Council of the City of West Covina met at the West Covina Club House on -the 30th day of January, 1929. Present, Coffman, Gloege, 'Watts and Yarnell; absent, King. Minutes of the regular meeting of January 9th and a Special meet- i,ng of January 23rd were read and approved. The following bill, having been audited.by the auditing committee, on motion by Yarnell, seconded by Coffman and unanimously carried, was allowed and ordered paid: Valley Pipe Yard, Gus Andreatta, cement work at various points, following work done by County Flood Control. $1oo1.97 The following resolution was read: "WTIEREAS, the City Council of the City of nest Covina recognizes the need of a thorough plan of co-ordination in the matter of major and secondary highway service for the City of West Covina as related to the San Gabriel Valley, and WHEREAS, the Regional Pl:anning,Commission of Los Angeles County has been.studying the entire highway situation in the Counter for the ppast five years, and has been _preparing a comprehensive official plan of the same- to care for the ultimate needs of the County traffic, ,and WHEREAS; the said Commission, by virtue of the authority vested in it by the Honorable Board of Supervisors of Los Angeles County, is en- deavoring to co-ordinate the highway plans of the cities with each other and with the County plan, and WHEREAS, the Re tonal Planningg Commission, in co-operation with the City Engineer of i�es� Covina, has developed for the City of West Covina, a comprehensive major highway plan which will answer the City's ultimate traffic needs, and WHEREAS,. this West Covina Plan fits in and is co-ordinated with the County's comprehensive Regional Plan which has been reviewed and approv- ed by a committee composed of the,City Engineers of the cities in the San Gabriel Valley THEREFORE BE IT RESOLVED, 'that the City Council of the City of Vest Covina does hereby adopt the plan as presented by the Regional PlanningCommission, to be officially known as the ,West Covina Highway Plan", a photostatic copy of which is attached hereto and marked EXHIBIT ,A", and dated October 1928. BE IT FURTHER RESOLVED, that this .plan shall -be used as the plan and guide for developing major and sub -major highways in and through West Covina, both as to width and direction as set forth on the plan." City. -',Attorney Smith made.a verbal report on the resolution to the effect that it was not in apy way binding upon the City of West Covina, nor does.it hold any entangling conditions -and that the adoption of the resolution merely meant that it would serve as a plan and guide when future highways came up for consideration, whereupon, Gloe e moved that the resolution be adopted, which motion was sec ondedby Coffman and the resolution above -set forth was adopted.by the following vote: Ayes: Coffman, Gloege, Watts and Yarnell.
