10-10-1928 - Regular Meeting - Minutes171 vest Covina, Calif., October 10, 1928. The Council of the Cit of West Covina met at the `rest Covina Club House on the INh day of October, 19289 the same being the regular date of meeting of said Council. Present Coff- man, Gloege, King, watts and Yarnell. Absent, None. Minutes of the meetings of August 22nd and September.5th read and approved. Bid of the Southern California Edison Company, the only bid made, in the sum of $10.00 for the franchise, as advertised in "'hotic.e of Sale of Franchise" as of September 5th, 1928) was read by the Clerk, whereupon a resolution, prepared by the Southern. California Edison Com Lny, entitled " A resolution of the City Council of the City or West Covina, by which there is struck off, sold and awarded by said City Council to the Southern California Edison Company, a corporation, a franchise for a period of fifty (50) years, to erect, lay, construct and maintain poles, cross - arms, towers, conduits., cables, wires and other appliances, under, over) in, along and upon and across all the public hiways, streets, alleys and public places within the City of Pest Covina, and to use and o erate such poles, towers, cross -arms, conduits, cables, wires and other appliances, for the transmission and dis- tribution of electrical energgyy"', was read.by the Clerk and appro- ved by the City Attorney. Ii was moved by Yarnell that said res- olution be adopted; this motion was seconded by King and said res- olution was adopted by the following vote: Ayes: Coffman, Gloege, King, iiatts and Yarnell. hoes: hone. Absent: None. An indemnity bond in sum of one thousand dollars ($1,000.00) given by the Southern California Edison Compareyy, through the Pac- ific Indemnity Company of Los Angeles and San Francisco, California, as surety, running to the City of West Covina for the period.of the Franchises as provided for in the latter, was examined by the Council and approved by the City Attorney. A resolution prepared by the Southern California Edison Company and approved by the City Attorneys entitled: A resolution of the City Council of the City of Brest Covina, California, approving a franchise bond, filed by the Southern Cali- fornia Edison Company, a cor oration ", was read by the Clerk, where- upon it was moved by Gloegge that said resolution be adopted; this motion was duly seconded by Yarnell and said resolution was adopted by the following vote: Ayes: Coffman, Gloege, King, Watts and Yai:Mell. Noes: None. Absent: hone. Ordinance No.42, as de by the Southern California Edison Company and approved by the City Attorney, entitled " An ordinance granting to the Southern California Edison Company, a corporation, its successors and assigns, a franchise for a period of fifty (50) y earst to construct, operate, alter and maintain an electric distri- bution and transmission system, consisting of poles, towers, cross - arms, conduits, cables, wires and other appliances, under, over, in, along, upon and across all the streets, alleys, public highways and public laces within the City of West Covina, County of Los Angeles, State or California, for the purpose of conducting, transmitting and distributing electricity and electrical energy for light, heating 114 • • and power purposes, and for any and all other purposes for which electricity can be used",came up for its first reading and was read by.the Clerk. Ordinance I%o•43 entitled "An ordinance combining thatportion of the City of West Covina known as the "Northwest Annexation Dis- trict", and the City of West Covina proper, under one name and number for the purpose of taxation to be known in Los"Angeles County as "West Covina 'fax District No-1", came up for its first reading and was read by the Clerk. Iloved by Coffman and seconded by King, that the Street Committee make a visual survey of the streets of 'West Covina. and outline to the Street Superintendent the work in connection with the cleaninz- of utters, which may by them be decided upon; it being understood that he work and the, expense incident thereto, is left entirely to the said Street Committee. This motion.was carried by.the following vote: Ayes: Coffman, Gloege, King, Vdatts and Yarnell. Noes: None. Absent: None• On motion duly seconded, the meeting adjourned.
