05-09-1928 - Regular Meeting - Minutes149 West Covina, Calif., May 9, 1928. The Council of the City of West Covina met at the West Covina Club House on the 9th day of May, 1928.Present: Councilmen Gloege, King, Watts and Yarnell. Absent: Councilman Maxson. The meeting was called to order by the Clerk who declared that the unfinished or anization matter, following the election of April 9th, was the elec�ion of Mayor and that nominations for the office of Mayor —,,::ere in order, whereupon the names of S. L. Watts and A. Yarnell were placed in nomination; vote by ballot was.taken which resulted as follows: S. L. Watts 3 votes, A. Yarnell 1 vote, where- upon S. L. Watts was declared to -have been elected Mayor of the City • of West Covina and he immediately took the chair. Minutes of the meeting of April 16th read and approved. The following bills, having been audited by the auditing com- mittee, on motion of Councilman Yarnell seconded by Councilman Gloege and unanimously carried, were allowed and the Clerk instruct- ed to drag warrants for the same: Wayne Weaver, Street Supt 125.00 Teams 272.00 Telephone 3.05 400.o5 E. Smale, Max Goheen, Martha Reed, Sadie King, Inspector, Judge and Clerks, election April 9th 32.00 Total, 4720.24 A map of a.subdivision, being that of Tract 9262 and located within three miles of the exterior boundaries of the City of West Covina and submitted by the County Surveyor came up for examina- tion by the Council, and on favorable report on said map by.the City Engineer of the City of West Covina a resolution was intro- duced by Councilman King approving map oltt,, Tract 9262; this resolution was duly seconded by CouncilmIkV adopted by the fol- lowing vote: Ayes: Gloege, King, Watts and. Yarnell. Noes: None. Absent: Maxson. 150 • 40 Ordinance No.37 entitled°;" An Ordinance prohibiting the dum - ing of junk or rubbbish on private property" came up for its firs reading and was read by the Clerk. The City Attorney was instructed to prepare an ordinance amend- ing the salary ordinance, to stipulate that effective from and after May lot the salary of the City Clerk is to be increaded from $25.00 ter month to $35.00 per month; also to prepare an Ordinance desii3na- ing the streets 'or' avenues to be used for heavy trucking, to take the place of Ordinance`No.14, which latter by reason of changed con- ditions is not now suited to the City+s requirements. Discussion followed on the opening of Rowland Avenue from Lark Ellen to Orange and the opening of WoA6nan Street from Lark Ellen to Irwindale Avenue and it was the.opinion of Chairman Watts that the matter should be handled in or as a joint petition. The ClerkFwas instructed to ask the Automobile Club to install Boulevard Stop sins on the west side of Merced at the Walnut:Vash Bridge and on Pacific west of Orange. On motion duly made, secondedand carried, the meeting adjourned.
