04-04-1928 - Regular Meeting - Minutes146 West Covina Calif April 4, 1928. • The Council of the Cit of West Covina met at the West Covina Club House on the 4th day oT A ril, 1928. Present Councilmen Gloege, King, Geatts . and farnell . Absent, Councilman Ikaxson. Mayor Pvlaxson being absent, the Clerk called the meeting to order and on motion of Councilman Watts, seconded by Councilman King and unanimously carried, Councilman Yarnell was made Mayor pro-tem. - The following bills, having been mittee, on motion of Councilman Watts, and unanimously carried, were allowed ed to draw warrants for the same: E. C. Stoltz, rental of tractor, T. T. Thompson, -.hauling Gilmore Oil Co., road oil A. E. Bowman, pipe Neuner: Corpn., election supplies Total, 687.25 36.00 420.74 4.25 12.00 20.00 4.5o 2.00 108.00 94, oo 8.00 60.00 46.60 17.40 459 . oo 9.00 10.20 489.90 8.1 o 2598.89 Discussion followed on the subject of dumpinngg tin cans and other rubbish at various points within the City, whereupon. the Mayor instructed the City Attorney to prepare an ordinance cover- ing. A communication from the City Attorney of Huntington Park having to do with a refund of motor vehicle fines which they wish to have refunded them by the County was read by the Clerk, and it was the consensus of opinion of the Council that we should waive our right and permit Huntington Park to collect the full amount. The Clerk was instructed to so advise the City Attorney of Huntington Park. The following resolution was. introduced -by Councilman Watts: "Ifhereas; the Council of the City of West Covina has endea- vorded to definitely ascertain from the County Attorney, the qques- tion of damage liabilitythat might attach to the City of Wes i Covina in the event that the opening of Central and Root Avenues did cause the diversion of flood waters, and Whereas, the County Attorney, in his replyy to the question raised, could give no definite assurance that the City of West Covina would be absolved from any liability in the event the opening of said avenues did cause diversion of .flood waters Therefore, be it resolved, that the Council of the Cit� of Wiest Covina does hereby decline to pass or adopt the propose 147 2 • • resolution in the matter of Acquisition and Improvement District No, A, as prepared and ro osed by the Board of Supervisors of Los Angeles County andhat.the Clerk be instructed to send a cer- tified copy of this resolution to the said Board". This resolution was duly seconded by Councilman Gloege and adopted by the following vote: Ayes - Gloege, King, Watts and Yarnell. Noes None . Absent Maxson. On motion duly made, seconded and carried, the meeting adjour- ned. The foregoing minutes of the meeting of the Council of the City of West Covina of April 4, 1928 are duly recorded on pages 146 and 147 of the book of records of said Council.
