07-11-1923 - Regular Meeting - Minutes22 MINUTTS OF THE BOARD OF TRUSTEES of the CITY OF WEST COVINA West Covina, Cal., July 11, 1923. The Board of Trustees of the City of West Covina met at the West Covina Club House on the 11th day of July, 1923. Present, Messrs. Anderson, King, Maxson, Watts and Yarnell. Minutes of the meeting of June 27th were read and approved. • Director Watts, as Chairman of the committee of two appoint- ed to investigate ways and means of supplying funds for the imme- diate needs of the City, reported that there was no legal way in which we could borrow moneyi this opinion was concurred in by City Attorney Wil ,Va�d'sGussiqn at length followed. On motion of nderson seconded by.Yarnell, which was carried, Director Anderson was authorized to have l000 warrants printed and to secure a demand register for use in connection there- with. The warrants will bear no interest and will be issued in pay- ment for work in connection with road maintenance and other expenses, when acceptable for such work and expenses, and called and paid as revenue comes available. Considerable discussion followed on the advisability of se- curing the services of a Motor Cycle Officer to work within our City Limits one day of each week, with the understanding that his remuneration would be shared with neighboring Cit' s roloortion to the service rendered each, and on motion of Jatts, • seconded by Anderson, which was carried, Mayor Maxson agreed to act as a committee of one and confer with the neighboring cities and ascertain the approximate cost of such service to us. The City Clerk was instructed to mail a cony of Ordinance No.14 entitled" An ordinance regulating the use of certain highways" to different rock and gravel companies as well as others who are operating heavily loaded trucks over highways within the corporatd limits. Thereupon, on motion duly made, seconded and carried, the meeting adjourned to meet on call at l otclock P.M.
