The board of trustees of the City of ,lest Covina met • at the 'Wiest Covina Club House on the 28th day of March, 1923, at the hour of 7:00 o'clock P.M. - Present: Messrs. Chas. B. Anderson, B, F. Maxson, S. B. Watts and Arthur Yarnell. Absent: Mr. George King. The minutes of the meeting of I,larch 21, 1923, were read and approved. Ordinance No. 1, entitled "An ordinance fixing the time and place of holding regular meetings of the board of trustees" came up for its second reading and was read by the clerk. Mr. `Vietts moved, seconded by Iti2r. Yarnell, that the said ordinance be placed on its passage, which motion was adopted by the following vote: Ayes: idessrs. Anderson, Maxson, Watts and Yarnell. Noes: None. On motion of Mr. Watts, seconded by Mr. Yarnell, the said Ordinance No. 1 was adopted by the following vote: Ayes, Messrs. Anderson, Ivlaxson, Watts and Yarnell. Noes: None. Ordinance No. 2, entitled "An ordinance providing for the posting of city ordinances" came up for its second reading and was read by the clerk. 11 r. Yarnell moved, seconded by Mr. Vatts, that the said ordinance be placed on its passage,.which motion was adopted by the following vote: Ayes: Messrs. Anderson, %VIaxson, Watts and Yarnell. Noes: None. 12 On motion of 11r. Yarnell, seconded by Mr. `,7atts, the said Ordinance No. 2 was adopted by the following vote: Ayes: Messrs. Anderson, Edaxs on, i atts and Yarnell. Noes: None . Ordinance No. 3, entitled "An ordinance determining the penal sums of bonds of certain officers" came up for its second reading and was read by the clerk. Mr. Watts moved, seconded by • Mr. Anderson, that the said ordinance be placed on its passage, which motion was adopted 'by the following vote: ayes: I:2essrs. Anderson, IDLxson, ulatts. and Yarnell. Noes: None. On motion of Mr. Watts, seconded by Mr. Anderson, the said Ordinance No. 3 was adopted by the following vote: Ayes: Messrs. Anderson, IvIaxson, Watts and Yarnell. Noes: None. Ordinance No. 4, entit:led "An ordinance providing for the commitment to the county jail- of persons held for trial or conviction of misdemeanor" came up for its second reading and was read by the clerk. Ordinance No. 5, entitled "An ordinance adopting a seal of the City of West Covina" came up for its second reading and was read by the clerk. idTr. Watts moved, seconded by Mr. Yarnell, that the said ordinance be placed on its passage, which motion was adopt- ed by the following vote: Ayes: Messrs. Anderson, Maxson, Watts and Yarnell. Noes: None. On motion of Mr. Watts, seconded by Mr. Yarnell, the said Ordinance No. 5 was adopted by the following vote: Ayes: Messrs. 13 Anderson, lnaxson, Watts and Yarnell. Noes: None. Ordinance No. 6, entitled "An ordinance providing for the appointment of a superintendent of streets" came up for its second reading and was read by the clerk. Mr. Watts moved, second- ed by Mr. Anderson, that the compensation of the street superintem- dent should be five dollars per day, and an additional sum of four dollars per day for each team when in use, and that the said . Ordinance No. 6 be amended accordingly, which motion was adopted by the following vote: Ayes, Messrs. Anderson, Maxson, Watts and Yarnell. Noes: None. Whereupon the blanks in Section 3 of the said Ordinance No. 6 were.filled by the clerk in accord with the said motion. Mr. Watts moved, seconded by Mr. Anderson, that said Ordinance No. 6 be placed upon its passage, which motion was adopted by the following vote: Ayes: Messrs. Anderson, Maxson, Watts and Yarnell. Noes: None. On motion of Mr. watts, seconded by Mr. Anderson, the said Ordinance No. 6 was adopted by the following.- vote: Ayes: Messrs. Anderson, Maxson, `latts and Yarnell. Noes: None. Ordinance No. 7, entitled "An ordinance determinging the salaries of certain officers" came up for its second reading and was read by the clerk. Mr. Watts moved, seconded by Mr. Yarnell, that the said ordinance be plfLced on its passage, which motion was adopted by the following vote: Ayes: Messrs. Anderson, I,Aaxson, Watts and Yarnell. Noes: None. On motion of Mr. Watts , seconded by RTr. Yarnell, the said Ordinance No. 7 was adopted by the following vote: Ayes: Messrs. Anderson, Maxson, Watts and Yarnell. Noes: None. Ordinance No. 8, entitled "An ordinance creating the office Of City Attorney and providing for his duties and compensation" came I .up for its second reading and was read by the clerk. Mr. Yarnell moved, seconded by Mr. Anderson, that the said ordinance be placed on its passage, which motion was adopted by the following vote: Ayes: Messrs. Anderson, Ldaxson, Watts and Yarnell. Noes; None.': On motion of Mr. Yarnell, seconded by Ir. Anderson, the said Ordinance No. 8 was adopted by the following vote: -Ayes: Messrs, 4nderson, I'VIaxson, ulatts and Yarnell. Noes: None. Ordinance No. 9, entitled "An.ordinance regulating the making of excavations in public streets, alleys or other public places" came up for its secon(d reading and was read by the clerk, Mr. Anderson moved, seconded b,-r Mr.Yarnell, that the said ordinance ly be placed on its passage, which motion was adopted by the following votes: Ayes: Messrs. Anderson, IvIaxson, 1,'Vatts and Yarnell. Noes: None. On motion of Mr. Anderson, seconded by Mr. Yarnell, the said Ordinance No..9 was adopted by the following vote: Ayes: idessrs. Anderson, IvIaxson, Watts and Yarnell. Noes: None. Ordinance No. 10, entitled "An ordinance forbidding the obstruction of streets" came lip for its second reading and was read by the clerk., Mr. Anderson moved, seconded by Mr. Iffatts, that the said ordinance be placed on its passage, which motion was adopted by A Q the following vote: Ayes: Messrs Anderson, Maxson, Watts aid Yarnell. Thereupon the meeting adjourned until April 4, 1923, at seven o'clock P.M.
