Resolution - 2022-113RESOLUTION NO.2022-113 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, REPEALING AND REPLACING THE SALARY SCHEDULE FOR FULL-TIME CLASSIFICATIONS OF THE CITY OF WEST COVINA WHEREAS, Section 2-205 of the West Covina Municipal Code provides that the compensation of employees shall be fixed as set forth in the Municipal Code or by resolution of the City Council; and WHEREAS, on September 6, 2022, the City approved Resolution No. 2022-90 establishing the Geographic Information Systems (GIS) Analyst classification and the new salary grade; and WHEREAS, on October 4, 2022, the City approved Resolution No. 2022-98 adopting a Memorandum of Understanding (MOU) with the West Covina Firefighters' Association, which included salary increases; and WHEREAS, on December 6, 2022, the City Council approved Resolution No. 2022-124 adopting the revised salary and benefits schedule for City Management Team, which included salary increases; and WHEREAS, public agencies report payrates to California Public Employees' Retirement System ("CaIPERS"). Government Code sections 20636, 20636.1, 7522.34(a) and corresponding provisions set forth in Section 570.5 of Title 2 of the California Code of Regulations require that all CaIPERS employers maintain their compensation levels in a publicly available document, approved and adopted by the governing body; and WHEREAS, the City Council desires to update the City's Full -Time Salary Schedule accordingly and to reconcile discrepancies between the Full -Time Salary Schedule and Appendix A of the Department Head Salary & Benefit Schedule. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The above recitals are true and correct and are incorporated herein by this reference. SECTION 2. The Full -Time Salary Schedule adopted on April 5, 2022 through the adoption of Resolution No. 2022-20 is hereby repealed and replaced with the Full -Time Salary Schedule set forth in Exhibit "A," attached hereto and incorporated herein. SECTION 3. Appendix A (Department Head Position Classifications & Salary Schedule) of the Department Head Salary & Benefit Schedule approved by the City Council on December 6, 2022 through the adoption of Resolution No. 2022-124 is hereby repealed and replaced with the Appendix A attached hereto as Exhibit "B." SECTION 4. The City Clerk shall certify to the adoption of this resolution and shall enter the same in the book of original resolutions and it shall become effective immediately.
