DISCUSSION:
Since March 4, 2022 in Los Angeles County, masks have no longer been required in most indoor
settings, but continue to be strongly recommended by the Los Angeles County Department of Public
Health ("LA County Health Department"). Pursuant to a revised Health Officer Order issued September
22, 2022, masks are strongly recommended, but not required, on public transit and in indoor
transportation hubs in Los Angeles County. Correctional facilities and detention centers, homeless
shelters, emergency shelters and cooling centers are permitted to use the Centers for Disease Control
and Prevention (CDC) COVID-19 Community Levels to determine the level of masking requirements
within their facilities. Masks are still required for all persons, regardless of vaccination status, in all indoor
healthcare settings.
On November 4, 2022, the LA County Health Department reported that for the past month, Los County
has been noting signals that the COVID-19 case rate may no longer be declining locally. The LA County
Health Department also reported a nearly 10% increase in the 7-day-average case in Los Angeles
County from one week prior.
The State of California remains in a State of Emergency. Los Angeles County's local emergency and
public health emergency remain in effect.
Staff is requesting that the City Council determine there is a need to continue the local emergency
LEGAL REVIEW:
The City Attorney's Office has reviewed the resolution and approved it as to form.
OPTIONS:
The options available to the City Council are as follows:
1. Adopt the resolution as submitted; or
