RECOMMENDATION:
It is recommended that the City Council approve the October 18, 2022 Regular Session Meeting Minutes.
BACKGROUND:
The October 18, 2022, City Council/Successor Agency Closed Session Meeting was canceled.
DISCUSSION:
That the City Council adopt the attached minutes.

FOR THE GABRIELA DE HARO-PEREZ CASE
Carried 5-0 to: adopt the following resolution authorizing the establishment of a reward
fund to further support the investigation of the Gabriela De Haro-Perez case:
RESOLUTION NO. 2022-100 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, OFFERING A REWARD IN THE TOTAL
AMOUNT OF UP TO FIFTY THOUSAND DOLLARS ($50,000) FOR THE
INFORMATION LEADING TO THE DETERMINATION OF THE IDENTITY,
APPREHENSION, AND CONVICTION OF THE PERSON OR PERSONS
RESPONSIBLE FOR THE JANUARY 2, 2021 SHOOTING NEAR THE
INTERSECTION OF AZUSA AVENUE AND AMAR ROAD THAT LEAD TO THE
DEATH OF GABRIELA DE HARO-PEREZ PUBLIC SERVICES
6) CONSIDERATION OF THE WEST COVINA COMMUNITY SERVICES FOUNDATION
FISCAL YEAR 2021-2022 ANNUAL REPORT
Carried 5-0: that the Board of Directors of the West Covina Community Services
Foundation receive and file this report.

DEPARTMENTAL REGULAR MATTERS
7) CONSIDERATION OF DIAL -A -RIDE SERVICE AREA
ACTION: Motion by Mayor Pro Tern Diaz, Second by Councilman Wu 4-1 (No:
Tabatabai) to: take the following actions:
1. Change the hours of Dial -A -Ride to Monday thru Saturday 8:OOAM — 8:OOPM and on
Sunday 8:OOAM — 6:OOPM and to extend the milage range to 5 miles outside of the
City restricted for medical services and 3 miles unrestricted outside of the City; and
2. Authorize the City Manager to negotiate and execute all necessary documents,
in such form as approved by the City Attorney, to carry out the City Council's
direction.
