POLITICAL REFORM ACT
RECOMMENDATION:
It is recommended that the City Council receive and file the 2022 Local Agency Biennial Notice.
BACKGROUND:
The Political Reform Act requires every local government agency to adopt a conflict of interest code and
to review its conflict of interest code biennially. A conflict of interest code tells public officials,
governmental employees, and consultants what financial interests they must disclose on their Statement
of Economic Interests (Form 700). 2022 is designated as a "code review" year.
At the June 21, 2022 City Council meeting, the City Council direct staff to review the City's current
Conflict of Interest Code (the "Code") and report to the City Council if an amendment to the Code is
required.
DISCUSSION:
Staff has reviewed the City's Conflict of Interest Code (the "Code") and determined that amendments are
needed. The purpose of the attached Local Agency Biennial Notice is to inform the City Council that the
Code requires amendments and outline which amendments are needed. As outlined in the Biennial
Notice, amendments include adding new positions, revising titles of existing positions and deleting titles
of positions that no longer exist. Staff will bring the amended Code for City Council consideration at a
later date.
