Item 6 - CONSIDERATION OF JOB DESCRIPTION FOR CODE ENFORCEMENT OFFICERAGENDA ITEM NO.6 AGENDA STAFF REPORT City of West Covina I Office of the City Manager DATE: September 6, 2022 TO: Mayor and City Council FROM: David Carmany City Manager SUBJECT: CONSIDERATION OF JOB DESCRIPTION FOR CODE ENFORCEMENT OFFICER RECOMMENDATION: Staff and the Human Resources Commission recommend that the City Council approve the repeal and replacement of the Code Enforcement Officer job description, by adopting the following resolution: RESOLUTION NO. 2022-89 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE REPEAL AND REPLACEMENT OF THE CODE ENFORCEMENT OFFICER CLASSIFICATION SPECIFICATIONS BACKGROUND: As part of the City's ongoing process of maintaining its position classification plan, the Human Resources Department, as needed, reviews class specifications to ensure that our position specifications reflect the City's current structure and is in alignment with current standards, requirements, and qualifications. This review further ensures that required skills, knowledge and abilities, and essential functions of each classification are in alignment with current demands and comparable with similar classifications within the public sector labor market. DISCUSSION: Staff has prepared an updated job description for the Code Enforcement Officer. The updated job description meets the current industry standards regarding minimum qualifications, duties, responsibilities, and expectations. This item was provided to the West Covina General Employees' Association unit representatives. On August 10, 2022, the Human Resources Commission approved repealing and replacing the Code Enforcement Officer classification specifications. LEGAL REVIEW: The City Attorney's Office has reviewed the resolution and approved it as to form. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. The City Council hereby approves the repeal of the existing class specifications for the Code Enforcement Officer classification. SECTION 2. The City Council hereby approves replacing the repealed specifications with the specifications attached hereto as Exhibit A. The Code Enforcement Officer classification shall continue to be classified as non-exempt for purposes of the Fair Labor Standards Act. SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall enter the same in the book of original resolutions and it shall become effective immediately. ESSENTIAL FUNCTIONS The duties listed below are intended only as illustrations of the various types of work that may be performed. Assists the Senior Community Enhancement officer in enforcement of City zoning ordinances and City business license requirements. 2. Canvasses for violations, investigates violations and complaints, and, when necessary, initiates legal action to gain compliance. 3. Works closely with all City departments in enforcement matters as well as county and state offices. 4. Acts as a representative of the City in court, and as the liaison between the City and the City Prosecutor. 5. Serves in a community relations capacity by providing members of the public with information regarding municipal code requirements and servicing complaints as they arise. 6. Accurately maintains all records necessary to carry on the functions of the job. 7. Performs other related duties as required. GENERAL QUALIFICATIONS Knowledge of: Federal, State, and City Municipal Code and ordinances. Health and Safety Codes. Principles, practices, methods, and techniques of code enforcement. Enforce provisions of the City Municipal Code, and related local zoning, health, and safety regulations, and ordinances with efficiency and impartiality. 2. Identify code sections which pertain to potential violations 5. Operate computer hardware and use code enforcement database and word processing applications software. 6. MINIMUM QUALIFICATIONS Education, Training, and Experience Any combination of education and experience that provides the required knowledge, skills, and abilities to perform the essential job duties of the position is qualifying. Education Equivalent to High School graduation or G.E.D. equivalent is required, preferably supplemented by formal code enforcement training. A Bachelor's degree in criminal justice, planning or related subject field or designation of Certified Code Enforcement Officer (CCEO) from the California Association of Code Enforcement Officers (CACEO) may substitute for the experience requirement. Experience Six (6) months of responsible experience in a public enforcement capacity. WORK ENVIRONMENT The employee frequently works in office conditions where the noise level is usually moderate.
