RECOMMENDATION:
Staff and the Human Resources Commission recommend that the City Council approve the repeal and
replacement of the Code Enforcement Officer job description, by adopting the following resolution:
RESOLUTION NO. 2022-89 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, APPROVING THE REPEAL AND REPLACEMENT OF THE CODE
ENFORCEMENT OFFICER CLASSIFICATION SPECIFICATIONS
BACKGROUND:
As part of the City's ongoing process of maintaining its position classification plan, the Human Resources
Department, as needed, reviews class specifications to ensure that our position specifications reflect the
City's current structure and is in alignment with current standards, requirements, and qualifications. This
review further ensures that required skills, knowledge and abilities, and essential functions of each
classification are in alignment with current demands and comparable with similar classifications within
the public sector labor market.
DISCUSSION:
Staff has prepared an updated job description for the Code Enforcement Officer. The updated job
description meets the current industry standards regarding minimum qualifications, duties,
responsibilities, and expectations.
This item was provided to the West Covina General Employees' Association unit representatives.
On August 10, 2022, the Human Resources Commission approved repealing and replacing the Code
Enforcement Officer classification specifications.
LEGAL REVIEW:
The City Attorney's Office has reviewed the resolution and approved it as to form.

FISCAL IMPACT:
The salary range for this position is proposed to stay the same, therefore; there is no fiscal impact
associated with this action.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING THE REPEAL
AND REPLACEMENT OF THE CODE ENFORCEMENT
OFFICER CLASSIFICATION SPECIFICATIONS
THE CITY COUNCIL OF THE CITY OF WEST COVINA HEREBY FINDS,
DETERMINES, AND DECLARES AS FOLLOWS:
WHEREAS, the Human Resources Department, as needed, reviews class
specifications and/or pay grades to ensure position specifications and compensation are in
alignment with current demands and comparable with similar classifications within the public
sector labor market; and
WHEREAS, the Human Resources Department reviewed the specifications for the
Code Enforcement Officer classification and determined updates to such specifications are
needed; and
WHEREAS, on August 10, 2022, the Human Resources Commission reviewed and
approved the repeal of the existing class specifications for the Code Enforcement Officer
classification and replacement of said specifications with the specifications set forth in
Exhibit A, attached hereto and incorporated herein; and
WHEREAS, the City Council desires to approve the repeal and replacement of the
Code Enforcement Officer class specification.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The City Council hereby approves the repeal of the existing class
specifications for the Code Enforcement Officer classification.
SECTION 2. The City Council hereby approves replacing the repealed specifications
with the specifications attached hereto as Exhibit A. The Code Enforcement Officer
classification shall continue to be classified as non-exempt for purposes of the Fair Labor
Standards Act.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall
enter the same in the book of original resolutions and it shall become effective immediately.

JOB SUMMARY
Under the general supervision of the Code Enforcement Manager or his/her designee, patrols the
City for violations of the Municipal Code; interprets and explains laws and regulations to the
general public to gain conformation; issues notices and orders of compliance; recommends legal
prosecution of persons who fail to respond; files complaints with the District Attorney; appears in
court for the City and does related work.
ESSENTIAL FUNCTIONS
The duties listed below are intended only as illustrations of the various types of work that may
be performed. The omission of specific statements of duties does not exclude them from the
position if the work is similar, related, or a logical assignment to this class.
�. Assists the Senior Community Enhancement officer in enforcement of City zoning
ordinances and City business license requirements.
2. Canvasses for violations, investigates violations and complaints, and, when necessary,
initiates legal action to gain compliance.
3. Works closely with all City departments in enforcement matters as well as county and
state offices.
4. Acts as a representative of the City in court, and as the liaison between the City and the
City Prosecutor.
5. Serves in a community relations capacity by providing members of the public with
information regarding municipal code requirements and servicing complaints as they
arise.
6. Accurately maintains all records necessary to carry on the functions of the job.
7. Performs other related duties as required.
GENERAL QUALIFICATIONS
Knowledge of:
Federal, State, and City Municipal Code and ordinances.
Health and Safety Codes.
Principles, practices, methods, and techniques of code enforcement.

MINIMUM QUALIFICATIONS
Education, Training, and Experience
Any combination of education and experience that provides the required knowledge, skills, and
abilities to perform the essential job duties of the position is qualifying. Incumbents will possess
the most desirable combination of training, skills, and experience as demonstrated by past and
current employment.

Education
Equivalent to High School graduation or G.E.D. equivalent is required, preferably supplemented by
formal code enforcement training. A Bachelor's degree in criminal justice, planning or related subject
field or designation of Certified Code Enforcement Officer (CCEO) from the California Association of
Code Enforcement Officers (CACEO) may substitute for the experience requirement.
Experience
Six (6) months of responsible experience in a public enforcement capacity.
Licenses/ Certificates/ Special Requirements
Possession of a Class C California Driver's License with a satisfactory driving record is
required.

2. Possession of a PC 832 certificate is required within six (6) months of appointment to the
position.

While performing the duties of this class, the employee is frequently required to sit, stand and
walk, as well as bend, stoop, crouch and squat in the performance of daily activities. The sensory
demands include the ability to talk, and hear, both in person and by telephone; use hands to
finger, handle, feel or operate computer hardware and standard office equipment; and reach with
hands and arms. The employee occasionally lifts and carries records and documents typically
weighing less than 25 pounds.
Sensory demands include the ability to see within normal range, talk, and hear, and use electronic
touch keypads.
Mental Demands
While performing the duties of this class, the employee is regularly required to use clear and
concise oral communication skills with both the public and co-workers; read and interpret data;
potentially deal with situations involving interpersonal conflicts involving code enforcement.
WORK ENVIRONMENT
The employee frequently works in office conditions where the noise level is usually moderate. The
employee drives frequently and is exposed to variable temperatures, fumes, dust, and traffic
congestion.
