A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING CHANGES TO
THE INFORMATION TECHNOLOGY (IT) SERIES
THE CITY COUNCIL OF THE CITY OF WEST COVINA HEREBY FINDS,
DETERMINES, AND DECLARES AS FOLLOWS:
WHEREAS, the Human Resources Department, as needed, reviews class
specifications and/or pay grades to ensure position specifications and compensation are in
alignment with current demands and comparable with similar classifications within the public
sector labor market; and
WHEREAS, the Human Resources Department reviewed the specifications and
compensation for the Computer Services Technician, Information Technology Analyst I and
II, and Information Technology Manager classifications and determined updates to such
specifications are needed to meet current industry standards relating to minimum
qualifications, duties, and responsibilities; and
WHEREAS, on August 10, 2022, the Human Resources Commission reviewed and
approved the repeal of the existing class specifications for the Computer Services
Technician, Information Technology Analyst I and II, and Information Technology Manager
classifications and replacement of said specifications with the proposed Computer Services
Technician, proposed Information Technology Analyst I and Il, and Information Technology
Manager specifications set forth in Exhibits B, C, and D, which are attached hereto and
incorporated herein. The Human Resources Commission also approved changing the
bargaining unit for the Computer Services Technician and Information Technology Analyst I
and II classifications; and
WHEREAS, on August 10, 2022, the Human Resources Commission also approved
establishing the new classification of Geographic Information Systems (GIS) Analyst and
approved the specification and salary grade for the new classification; and
WHEREAS, the City Council desires to approve the repeal and replacement of the
Computer Services Technician, Information Technology Analyst I and 11, and Information
Technology Manager specifications and the establishment of the Geographic Information
Systems (GIS) Analyst classification and the specification for such classification; and
WHEREAS, the City Council also desires to approve the new salary grade for the
Geographic Information Systems (GIS) Analyst classification.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The City Council hereby approves the repeal of the existing class
specifications for the Computer Services Technician, Information Technology Analyst I and
11, and Information Technology Manager classifications.
SECTION 2. The City Council hereby approves replacing the repealed specifications
with the Computer Services Technician specification, Information Technology Analyst I and
II specification, and Information Technology Manager specification, attached hereto as
Exhibits B, C, and D, respectively.
SECTION 3. The City Council hereby approves establishing the Geographic
Information Systems (GIS) Analyst classification with the specification attached hereto as
Exhibit A.
SECTION 4. The City Council hereby approves the following new salary grade for
the Geographic Information Systems (GIS) Analyst classification and the change of
bargaining unit for the Computer Services Technician and Information Technology Analyst I
and II classifications:

JOBSUMMARY
Under general direction, the GIS Analyst will be responsible for the City of West Covina's
Geographic Information Systems (GIS) application development and Enterprise geospatial
database administration. This position performs a variety of professional level duties in the
operation, maintenance, database development, spatial analysis, applications design and
provides technical guidance on all geographic information systems projects. The GIS Analyst
serves as a technical resource supporting City wide users, divisions, consultants, contractors,
and performs other related duties as assigned.
ESSENTIAL FUNCTIONS
The duties listed below are examples of the work typically performed by employees of this class.

1. Maintain the City's geographic information system; prepare a variety of maps, drawings,
spreadsheets, data files and documentation reflecting topography, drainage, right of ways,
utility lines, roadways, constructions symbols; compile data for input into the GIS system;
develop, edit, automate, and validate data layers; update and enhance the GIS database
utilizing a variety of ArcGIS software; maintain the integrity of the GIS database; perform
quality control check to ensure the accuracy of the data.
2. Develop computer macros, Python scripts and programs for data integration and
extraction of the GIS database and for automating repetitive tasks, administer ArcGIS Pro
and mapping activities.
3. Serve as a technical resource to City departments, including helping and training in the
proper use of GIS data and systems; recommend, troubleshoot, and provide support for
GIS software, databases, and other related applications.
4. Maintain the security of confidential, sensitive, and proprietary information being
processed; ensure the archival and safe storage of program and data files; maintain files
in accordance with the City's retention schedule, including a log of all archived and stored
data.
5. Attend meetings, conferences, workshops and training sessions and review publications
to remain current on principles, practices and new developments pertinent to GIS; monitor
changes in GIS technology and applications to recommend improvements and upgrades
to the City system.
6. Maintain accurate records and files related to the GIS function.
7. Design, create, plan, edit, update, and maintain maps, drawings, plans, spreadsheets,
data files and documentation related to GIS.
8. Consult with other City departments regarding GIS needs and requirements, including

Physical Demands
Work primarily in an office environment including sustained posture in a seated position for

repetitive hand movement and fine coordination including use of a computer keyboard and
mouse. Occasionally stoop, bend, kneel, crouch, reach and twist. Speaking and acute hearing is

JOB SUMMARY
Under general direction, this classification oversees, plans, organizes, coordinates, and manages
the staff and operations of the City's Information Technology Division; provides leadership in
implementing information technology initiatives; ensures the division's services fulfill the business
goals and objectives of the City; performs long-range planning related to the acquisition,
maintenance, and replacement of hardware and software throughout the City; manages the
effective use of division resources to improve organizational productivity and customer service;
provides complex and responsible support to management in areas of expertise; and performs
related work as required.
Classification Characteristics
The Information Technology Manager is a mid -management level classification responsible for
planning, organizing, and managing the staff, operations, and activities of the City's Information
Technology Division. Incumbents are responsible for performing diverse, specialized, and
complex work involving significant accountability and decision -making responsibilities, which
include division budget administration, program evaluation, and recommendation and
implementation of policies, procedures, goals, objectives, priorities, and standards related to
information technology systems and initiatives. Incumbents serve as a professional -level
resource for organizational, managerial, and operational analyses and studies. Performance of
the work requires the use of considerable independence, initiative,

ESSENTIAL FUNCTIONS

• Provides full administrative and technical supervision of the Information Technology
Division staff, including approving time off, evaluation of performance and takes or
recommends disciplinary action, up to and including termination.
• Establishes performance requirements and personal development targets for assigned
staff and monitors and evaluates performance. Provides coaching for performance
improvement and development.
• Develops and reviews drafted Requests for Proposals or Information (RFPs, RFIs) for
professional and/or contracted services; prepares scope of work and any technical
specifications; evaluates proposals and recommends award; negotiates contracts;
administers contracts to ensure compliance with City specifications and service quality.
• Manages and participates in the administration and maintenance of the City's
information technology infrastructure; evaluates, selects, and recommends City-wide
information systems purchases; develops long-term information systems strategies to
plan for and control systems upgrades and growth; evaluates and recommends new
technologies; and encourages innovation among technical staff in the utilization and
implementation of ideas and techniques.
• Meets with other departments regarding their information technology and computer
system needs, projects, and initiatives; determines the scope and priorities of projects;
discusses and recommends system capacity and equipment acquisitions.
• SwpeFvises, advises and Provides assistance to City staff regarding day-to-day
information technology related operations, applications and equipment. Supervises and
participates in the training of City personnel in the uses and capacities of hardware and
software.
• Provides leadership for application systems selection and implementation teams.
Coordinates the implementation of new services and expanded system capabilities.
Presents related information at City Council meetings.
• Manages information technology related operations, oversees application and data
security, ensures disaster recovery procedures are in place and functioning properly,
and assures compliance with information technology policies and procedures.
• Develops and administers the information technology division budget and masteF Pan
plans for systems development and operations, hardware
and software purchases, budgets, and staffing; develops, implements, and monitors
information technology system policies and controls to ensure data accuracy, security,
and legal and regulatory compliance.
Coordinates division activities with other departments, divisions and/or outside agencies;
inquires prepares and presents staff and agenda reports and other necessary
correspondence related to assigned activities and services; presents reports to various
commissions, committees, and boards.

• Attends and participates in professional group meetings; stays abreast of new trends
and innovations in information technology; research emerging products and
enhancements and their applicability to City needs.
• Receives, investigates, and responds to difficult and sensitive problems and complaints
in a professional manner; identifies and reports findings and takes necessary corrective
action. Exemplify and foster an enthusiastic, resourceful, and effective service attitude to
ensure the quality and timeliness of services delivered.
• Understands industry best practices and utilizes best practice methodologies to guide
information technology procurement, project management and operations.
• Maintains an inventory of all applications, software and information technology assets
and their corresponding contracts and agreements.
GENERAL QUALIFICATIONS
Knowledge of:
• Knowledge of modern operational principles, services, characteristics and activities of
comprehensive information systems and technology programs.
• Must have experience in managing computing resources to support functions including
the installation and upgrading of new or existing computing equipment, standard
Windows applications and the integration of equipment and applications in a networked
environment.
• Knowledge of Emerging technology and industry supported systems, as well as
understanding applicability of new technology to operations.
• Must have strong interpersonal qualities directed toward fostering positive work -related
interaction with City staff; sound judgment; excellent writing, speaking, project
management, instructional techniques, and analytical skills; strong leadership and
interpersonal skills.
• Techniques for providing a high level of customer service by effectively dealing with the
public, vendors, contractors, and City staff.
• City and mandated safety rules, regulations, and protocols.
• Infrastructure components including computer networks, personal computers,
telecommunications, and other electronic office automation systems.
• Best practices with respect to the development, implementation and management of
information technology systems hardware and software.
• Techniques for effectively representing the City in contacts with governmental agencies,
community groups, and various business, professional, educational, regulatory, and
legislative organizations.

MINIMUM QUALIFICATIONS
Education. Training and Experience
Any combination equivalent to experience and education that could likely provide the required
knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities
would be:

Graduation from an accredited college with a Bachelor's degree or equivalent with major work in
computer science, information systems, business administration, or a closely related field.
Master's Degree is highly desirable.

Five years of increasingly responsible experience in information technology and network
administrative experience with three years being in a managerial or supervisory position.

While performing the duties of this class, the employee is frequently required to sit, stand, and
walk, as well as bend, stoop, crouch, and squat in the performance of daily activities. The sensory
demands include the ability to talk, and hear, both in person and by telephone; use hands to
finger, handle, feel or operate computer hardware and standard office equipment; and reach with
hands and arms. The employee occasionally lifts and carries objects typically weighing up to 50
pounds. Tasks may involve extended periods of time at a desk using a computer keyboard and
mouse. Tasks might also include operating a City owned vehicle when necessary.
