SUBJECT: CONSIDERATION OF PROJECT ACCEPTANCE FOR FIRE BUILDING
IMPROVEMENTS - STATIONS 2 & 4 ROOFING PROJECT (PROJECT NO.21034)
RECOMMENDATION:
It is recommended that the City Council take the following actions:
1. Accept project completion for Fire Building Improvements - Stations 2 & 4 Roofing Project (Project
No: 21034) as performed by San Marino Roof Co. with a final contract amount of $127,666.39; and
2. Authorize the recordation of Notice of Completion with the Los Angeles County Recorder and the
release of retention funds 35 days thereafter.
BACKGROUND:
On November 2, 2021, the City Council authorized award of a contract to San Marino Roof Co. in the
amount of $126,832.00 for Fire Station Roofing Improvements at Stations 2 & 4. The project included
overlaying the existing flat roof at Station 2 and removing and replacing the existing flat roof at Station 4.
The City Council authorized the City Manager to approve change orders in the amount not to exceed
$25,366 (20% of awarded contract) for unanticipated project costs. The total established construction
budget was $152,198.00. In addition, the project included project design and inspection by National
Roofing Consultants in the amount of $21,950. The total project budget is $174,148.00
DISCUSSION:
All required improvements were constructed in conformance with the approved plans and specifications.
The work was performed within contractually specified duration and to the City Engineer's satisfaction.
Construction costs totaled $127,666.39, which is well within approved construction budget.
There was one change ordered approved for $834.39 for roof repair. The scope of work could not be
defined until the existing roof was removed.
National Roofing Consultants completed their tasks that included design and inspection for a total
amount of $15,000.
The City retains five percent (5%) of each payment to the contractor as retention to ensure payment to
subcontractors and material suppliers before final payment to the contractor. The City Council's
acceptance of the project and the City's recordation of the Notice of Completion trigger timeframes within
which subcontractors or material suppliers must file claims for payment if they have not been paid by the
contractor. If no claims are filed within 35 days of the filing of the Notice of Completion, the City will
release retention and any remaining amount due to the contractor.
OPTIONS:
The City Council has the following options:
1. Approve staffs recommendation; or
2. Provide alternative direction.

FISCAL IMPACT:
Project funds in the amount of $174,148 was previously approved under Fire Station Repairs (Account
No. 179.80.7003.7900). Project is completed within approved budget.
