Item 6AGENDA ITEM NO.6 AGENDA STAFF REPORT City of West Covina I Office of the City Manager DATE: April 19, 2022 TO: Mayor and City Council FROM: David Carmany City Manager SUBJECT: CONSIDERATION OF SALE OF SURPLUS VEHICLES AND EQUIPMENT RECOMMENDATION: It is recommended that the City Council, in accordance with Section 2-316 of Division 1 of Article VII of Chapter 2 of the West Covina Municipal Code, authorize the sale of 31 surplus vehicles and the equipment listed by public auction company, U.S. Auctions. BACKGROUND: The City's fleet is managed by the Public Services Department's Maintenance Division's Fleet Services Section. The Fleet Services Section is responsible for the maintenance and operations of the City's general motor fleet, which includes all vehicles to support the Public Services Department (Maintenance Division and Community Services), Community Development Department (Planning and Code Enforcement), and City Hall Administration, and assists the Police and Fire Departments' distinctive motor fleets. Fleet Services has determined that the listed vehicles and equipment are eligible for sale in accordance with the City's Municipal Code. The vehicles and equipment have reached the end of their service life based on years in service, high mileage, and/or high frequency/cost of repairs, and collision damage. Emergency response equipment on vehicles will be removed prior to public sale. Pursuant to Section 2-316 of Division 1 of Article VII of Chapter 2 of the West Covina Municipal Code, the Purchasing Officer may dispose of surplus supplies and equipment in accordance with the City's Purchasing Policy after receiving City Council authorization as to any item of an estimated value of $250 or more. The Purchasing Policy allows surplus property to be sold at public auction and allows the City to contract with a professional auctioneer. DISCUSSION: The surplus vehicles and equipment listed below have exceeded their useful life expectancies and are no longer useful to any City department and meet the criteria for being deemed surplus City property. Fleet Services has compiled the list of surplus vehicles and equipment and ranked the condition of each as indicated in the "Category" column. The funding sources used to originally purchase the vehicles are indicated in the "Funding Source" column. Vehicle/Equipment no longer dependable. OPTIONS: The City Council has the following options: 1. Approve staff's recommendation; or 2. Direct staff to maintain/repair the vehicles and equipment; however, this is not recommended as the maintenance/repairs will be costly and inefficient; or 3. Provide alternative direction. Fiscal Impact FISCAL IMPACT: The net proceeds from the sale of the surplus vehicles and equipment will be returned to the City and be credited to the funding source used to make the original purchase for Asset Forfeiture or AQMD Funds. Net proceeds from the sales of vehicles and equipment funded originally by the General Fund is proposed to be credited to the Vehicle Replacement Fund (Fund 367).
