REGULAR MEETING HELD ON NOVEMBER 9, 2021, JANUARY 11, 2022, AND THE
SPECIAL MEETING ON FEBRUARY 22, 2022.
RECOMMENDATION:
It is recommended that the City Council receive and file the minutes of the regular meetings of the
Community and Senior Services Commission held on November 9, 2021 and January 11, 2022, and the
Special Meeting held on February 22, 2022.
BACKGROUND:
The attached meeting minutes are for the regular Community and Senior Services Commission meetings
held on November 9, 2021 and January 11, 2022, and the Special Meeting held on February 22, 2022.

MINUTES.
It is recommended that Commission approve the July 13, 2021, Community and Senior
Services Commission Meeting Minutes.
Motion By: Vice Chair Mullner, 2nd by: Munoz, motion carried by a vote of 6 to 0 with 4
absent.

It is recommended that Commission approve the July 29, 2021, Community and Senior
Services Commission Special Meeting Minutes.
Motion By: Chair Torres, 2nd by: Munoz, motion carried by a vote of 6 to 0 with 4 absent.
AYES: Diaz, Munoz, Nguyen, Valles, Mullner & Torres.

NEW BUSINESS
6) COMMISSIONER TORRES REQUEST THAT THE COMMISSION DISCUSS THE
POTENTIAL CREATION OF A SENIOR SPOTLIGHT PROGRAM.
It is recommended that the Commission discuss this item, receive, and file.
Motion By: Chair Torres, 2nd by: Vice Chair Mullner to notify Council that the Commission
would like to create a community spotlight program which spotlights community members,
who make a difference in the community at each Commission meeting.
Motion carried by a vote of 6 to 0 with 0 abstaining and 4 absent.

NOES: None
ABSENT: Fischer, Gutierrez, Williams & Zaklama.
ABSTAIN: None.

8) COMMISSIONER TORRES REQUEST FOR THE COMMISSION DISCUSS THE POSSIBLE
COMMUNITY AND SENIOR SERVICES OUTREACH ENHANCEMENTS.
It is recommended that the Commission discuss this matter, receive, and file.
Motion by Chair Torres, 2nd by Vice Chair Torres to move this item to January 11,2022
meeting. Motion carried by a vote of 6 to 0 with 0 abstaining and 4 absent.

9) COMMISSIONER TORRES REQUEST TO DISCUSS THE COMMISSIONS EXISTING
SUB -COMMITTEES.
It is recommended that the Commission receive and file.
Motion by Chair Torres, 2nd by Commissioner Valles to remove Commissioner Nguyen from
the Homeless Sub -Committee and replace with Commissioner Mullner.
Motion carried by a vote of 6 to 0 with 0 abstaining and 4 absent.

AD HOC COMMITTEE REPORTS
Homeless Sub -Committee met and discussed options on how to assist in the homelessness issues in the
city.
COMMISSIONERS REPORTS
Chair Robert H. Torres - Homeless sub -committee meeting, trunk or Treat event, Halloween
event with street closed off was well attended.
Vice Chair Carole Mullner — attended WC Women's Club meetings and is the liaison with the
city for this group, Attended the birthday party at the Historical Society, Attended the
groundbreaking ceremony for the lower lot bathrooms at Shadow Oak Park.
Commissioner Hector Diaz — Visits the West Covina Sportsplex park weekly to play with the
Senior baseball league of West Covina and gave high remarks for Spencer Rich, city staff for
working hard to keep the facility clean and in order.
Commissioner Sherry Fischer -Absent.
Commissioner Jennifer Gutierrez — Nothing to report.
Commissioner Cecilia Munoz - Absent.
Commissioner George Nguyen — Attended the State of the City event at the West Covina
Sportsplex which was a nice event.
Commissioner Betty Valles - Nothing to report as unable to attend events due to health.
Commissioner Alfred Williams -Absent.
Commissioners Karim Zaklama - Absent.
ITEMS TO BE AGENDIZED
Commissioner Torres:
• Update on the Homeless Coalition/Group that Mayor Lopez-Viado & Councilman Wu
are a part of and their progress/programs.
• Available options to start doing a "Community Spotlight" at each Commission meeting.
• Update and Design for bathrooms at the parks.
• (Move of item #8 in 11/9/2021 mtg to this meeting) Commissioner Torres request for the
commission discuss the possible community and senior services outreach
enhancements.
Commissioner Nguyen:
• List of Bus Shelters after the Transit Survey Audit returns with more information.
Discussion about more events for special needs children and disabled within the

ACTION: Motion by Chair Torres, Second by Vice Chair Mullner 5-0 to (network disconnected
Commissioner Williams): To direct staff to help Commissioners with creation of a Community & Senior
Service engagement guidelines document.
COMMISSIONERS REPORTS
Vice Chair Mullner: Three of the Commissioners met the new West Covina Unified School District
Superintendent, Emy Flores at the Historical Society monthly meet and greet. Suggested that more
Commissioners reach out to meet and greet with her.
Commissioner Fischer: Also attended the Historical Societies monthly meet and greet and
seconded Vice Chair Mullner's comments about the WCUSD Superintendent and Commissioners
meeting to continue that partnership.
ITEMS TO BE AGENDIZED
Chair Torres:
1. Discussion about bringing Summer Concerts back to Concerts in the parks at various
parks.
2. Discussion about advertising on the Plaza Reader board.
3. Discussion about the City having a Kiosk at the mall with all city events and updates
available to the public.
Commissioner Munoz:
1. Items from 11/9/2022 be discussed:
a. Park Bathrooms updates.
b. Bus Shelters/Transit survey.
2. Update of Graffiti how to mediate the graffiti at Orangewood Park and updates to that park
to include equipment updates and usage of the entire park property.
