6) CONSIDERATION OF PROJECT ACCEPTANCE FOR FIRE BUILDING IMPROVEMENTS -

It is recommended that the City Council take the following actions:
1. Accept project completion for Fire Building Improvements - Stations 2 & 4 Roofing Project
(Project No: 21034) as performed by San Marino Roof Co. with a final contract amount of
$127,666.39; and
2. Authorize the recordation of Notice of Completion with the Los Angeles County Recorder
and the release of retention funds 35 days thereafter.
7) CONSIDERATION OF FINAL TRACT MAP NO. 73652

It is recommended that the City Council adopt the following resolution:

8) CONSIDERATION OF TRAFFIC COMMITTEE RECOMMENDATIONS FROM THE TRAFFIC
COMMITTEE MEETINGS BETWEEN NOVEMBER 2021 AND MAY 2022
It is recommended that the City Council approve the traffic recommendations listed below for
traffic engineering improvements citywide from the Traffic Committee Meetings held between
November 2021 and May 2022.
The below recommendations were unanimously approved and recommended for installation
and are brought before City Council for consideration and final approval.
Traffic Review for the Greenleaf Drive Curve (November 2021 Traffic Committee
Meeting): The City of West Covina received a resident request to evaluate the existing
conditions at the curve at Greenleaf Drive near the residence of 1961 Greenleaf Drive. In
response to this request and on behalf of the City, Engineering staff completed a traffic
review and recommended appropriate measures per the California Manual on Uniform
Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and engineering
judgment. These recommendations were presented to the Traffic Committee and the
following items were unanimously approved the Traffic Committee for City Council
consideration and final approval:
Install Chevron alignment signs (W1-8) along the curve, and
Install alignment warning signs (W1-1) and 15 MPH advisory speed plaque (W13-1 P)
approximately 100 ft from the curve
2. Traffic Review of the Intersections of Glendora Avenue and Walnut Creek Parkway
& of Vine Avenue and Hollenbeck Avenue (November 2021 Traffic Committee
Meeting): At the request of the City of West Covina and various resident requests, Traffic
Engineering staff reviewed the traffic conditions at two existing stop -controlled
intersections within the City to promote visibility and recommend upgrades to improve the
overall traffic conditions for pedestrians and vehicles. The request was to evaluate
installation of flashing stop signs or other upgrades at the intersection of Glendora Avenue
and Walnut Creek Parkway (Location 1) and at the intersection of Vine Avenue and
Hollenbeck Avenue (Location 2). The following are the recommendations:
a. Location 1: Glendora Avenue and Walnut Creek Parkway
i. Remove and replace stop signs with solar -powered LED Flashing Stop Signs
(R1-1) (36"X36").
i. Remove and replace stop signs with new Stop Signs (R1-1) (36"X36").
b. Install all -way plaque (R1-3P) underneath all of the new Stop Signs.
c. Install red retroreflective strips on the signpost.
d. Install reflector sign (OM1-3) on existing stop sign below the stop signs and all -way
plaque (R1-3P) at the east and west legs median.
e. Install "island alert curb reflectors" at the outside portion of the curb and repaint
raised median islands in retroreflective yellow paint to improve visibility.
f. Remove and replace existing stop ahead and signage with new advance stop
ahead (W3-1) (36"X36") signs.
g. Refresh the exiting pavement legends and markings: White crosswalks with white
ladder striping, stop bar, stop line, stop ahead pavement legends.
b. Location 2: Vine Avenue and Hollenbeck Avenue
i. Remove and replace with solar powered -led flashing Stop (R1-1) (36"X36") Signs.
i. Remove and replace with existing stop signs with new stop signs (R1-1) (36"X36")
ii. Install all -way plaque (R1-3P) underneath all of the new stop signs.
iii. Install red retroreflective strips on the signposts.
iv. Install reflector sign (OM1-3) on existing stop sign pole below the stop signs and
All -Way Plaque (R1-3P) at the east and west legs medians.
v. Install 'Island alert curb reflectors" at the outside portion of the curb and repaint
raised median islands in retroreflective yellow paint to improve visibility.
vi. Remove and replace existing stop ahead with new stop ahead signage with new
advance stop ahead (W3-1) (36"X36") signs add reflective yellow tape on all
signposts.
vii. Refresh the existing pavement legends and markings: white crosswalks with white
ladder striping, stop bar, stop line, stop ahead pavement legends.
Traffic Review at the Intersection of Lark Hill Drive and Citrus Street (December
2021 Traffic Committee Meeting): The City of West Covina received a request to
evaluate the installation of a flashing stop sign at the intersection of Lark Hill Drive and
Citrus Street. The following are the recommendations:
a. Remove and replace existing stop sign with new 36x36 stop signs (R1-1).
b. Install all -way plaque (R1-31P) underneath the new stop signs.
c. Install vertical red retroreflective strip on stop sign support.
d. Install red flags on either side of stop sign.
e. Remove and replace faded existing stop ahead sign with new stop ahead sign
(W3-1).
4. Traffic Review on Workman Avenue between Lark Ellen Avenue and Azusa Avenue
(January 2022 Traffic Committee Meeting): The City of West Covina received a
resident request to review reported speeding along Workman Avenue between Lark Ellen
Avenue and Azusa Avenue. In response to this request and on behalf of the City,
Engineering staff completed a traffic review of this road segment. The following are the
recommendations for City Council consideration and final approval:
a. Remove and replace existing 35-MPH speed limit (R2-1) signs with larger signage,
and
b. Install "35" pavement legend markings.
5. Traffic Review of Drop Off and Pick Up at West Covina High School (January 2022
Traffic Committee Meeting): At the request of the City of West Covina Police
Department and resident requests, Traffic Engineering staff reviewed the traffic conditions
along Fernwood Street between Mobeck Street to Cameron Avenue adjacent to West
Covina High School. The request was to evaluate the drop off/pick up area next to West
Covina High School and provide recommendations to ease traffic conditions and increase
visibility for students and drivers on Fernwood Street. The following are the
recommendations:
a. Remove red curb along Fernwood Street on the west side adjacent to West Covina
High School.
b. Paint existing curb white along Fernwood Street on the west side of the street
adjacent to West Covina High School.
c. Install "drop off pick up, no parking" signs.
d. Adjust signal timing at intersection of Fernwood street at Cameron Ave.
Traffic Review On Casa Grande Drive Between Michelle Street And Hollencrest
Drive (January 2022 Traffic Committee Meeting): The City of West Covina received a
resident request to evaluate reported speeding and cut through traffic driving along the
segment of Casa Grande Drive between Michelle Street and Hollencrest Drive. This
segment is located south of Hollencrest Middle School and has both adult and school age
pedestrians walk or crossing along this segment. The resident reported that vehicles
heading eastbound along Merced Avenue are making a right turn onto Michelle Street,
then entering the Casa Grande segment as a cut through in order to avoid traffic along
Merced Avenue. The following are the recommendations:
a. Install 25 MPH (30X36) speed limit sign (R2-1).
b. Refresh paint for stop bar and stop pavement legend.
Traffic Circulation Review on Rowland Avenue and Lark Ellen Avenue near
Rowland Elementary School (February 2022 Traffic Committee Meeting): At the
request of the City of West Covina and a local resident, Traffic Engineering staff reviewed
the traffic conditions at the intersection of Rowland Avenue and Lark Ellen Avenue as well
as evaluated the drop off/pick up area next to Rowland Elementary School and provided
recommendations to ease traffic conditions and increase visibility for pedestrians and
drivers on Rowland Avenue. The following are the recommendations:
a. Paint red curb along Rowland Avenue and Lark Ellen Avenue.
b. Install "No Parking During School hours" (R30F) sign on Rowland Avenue.
c. Remove and replace 25 MPH School Speed Limit signs along Lark Ellen Avenue
and Rowland Avenue.
d. Replace 25-MPH school speed limit sign.
e. Install "right lane must turn right" (R3-7) sign at Rowland Avenue and Lark Ellen
Avenue.
f. Repaint existing crosswalks with high visibility yellow ladder striping.
g. Install reflective yellow diamond sign at the median
h. Repaint reflective yellow curb on median
i. Install "right turn vehicles yield to pedestrians' sign
j. Install lane extensions for westbound traffic traveling along Rowland Avenue.
k. Remove hedge at north-east corner of intersection.
I. Remove and replace existing pedestrian signs with new double -sided school
pedestrian crossing (S1-1) signs with solar powered Rectangualar Rapid -Flashing
Beacon (RRFB) and downward arrow (W16-7P) plaque.
m. Install school pedestrians' crossings ahead (SW24-3) signage.
Traffic Review at the Intersection of Glenview Road and Francisquito Avenue
(February 2022 Traffic Committee Meeting): At the request of the City of West Covina
and its residents, Traffic Engineering staff reviewed the traffic conditions at the
intersection of Glenview Road at Francisquito Avenue to promote visibility and
recommend upgrades to improve the overall traffic conditions for pedestrians and
vehicles. The following are the recommendations:
a. Remove red and replace outdated "School Xing" Signs with new double -sided
"School Crossing" (SW24-2) signs.
b. Install "School Xing Ahead" (SW24-3) signs.
c. Repaint existing crosswalks with high visibility yellow ladder striping.
d. Remove and replace faded 25-MPH school speed limit (SR4-1 (CA)) sign.
Traffic Review at the Intersection of Lisa Street at Nanette Avenue (February 2022
Traffic Committee Meeting): The City of West Covina received a resident request to
evaluate the existing line of sight conditions at the intersection of Lisa Street and Nanette
Avenue. In response to this request and on behalf of the City, engineering staff has
completed a traffic review to evaluate existing conditions at the intersection of Lisa Street
and Nanette Avenue and has recommended appropriate measures to improve the line of
sight at this intersection. The resident reported in their request that street sweeping
restrictions cause vehicles to park near the corner curbs of this intersection, creating line
of sight difficulty when turning from one street onto the other. Additionally, the resident
reported a large recreational vehicle parked within 100 feet of the intersection also
creating line of sight issues. The following are the recommendations:
a. Install stop sign (R1-1) with cross traffic does not stop plaque (W4-4P) & Stop Bar, based
on guidance in the CAMUTCD 3B.19 and CVC Section 22500.
b. Install 20 feet of red curb.
10. Traffic Review for Workman Avenue Between Azusa Avenue and Armel Drive
(March 2022 Traffic Committee Meeting): The City of West Covina received a resident
request to review reported speeding along Workman Avenue between Azusa Avenue and
Hollenbeck Avenue. However, due to City borders between the City of West Covina and
the City of Covina, the segment of Workman Avenue between Azusa Avenue and
Workman Avenue Elementary School was observed instead. The following are the
recommendations:
a. Remove and replace 25 MPH school speed limit sign with new sign.
b. Refresh existing lane striping along Workman Avenue.
c. Remove and replace existing school ahead sign with new school ahead sign.
d. Remove and replace existing flashing school crossing signs with new solar flashing
RRFB school crossing signage.
e. Repaint existing ladder striped crosswalk.
f. Install RPMs for crosswalks at the East leg and South leg of the intersection at
Phillips Avenue and Workman Avenue.
g. Add new white side stripe on the North side of Workman Elementary the length of
the school boundaries, refresh existing side stripe length of the school boundaries
and refresh existing side stripe pavement lines and add diagonal lines inside the
white side stripes.
h. Remove and replace existing stop sign with new stop sign.
i. Refresh existing stop legend and stop bar at Phillips Avenue.
11. Traffic Review of Alwood Street at Willow Avenue and Alwood Street at Tamar
Drive (March 2022 Traffic Committee Meeting): At the request of the City of West
Covina residents, Traffic Engineering staff reviewed existing traffic conditions at Alwood
Street at Willow Avenue and Alwood Street at Tamar Drive to determine if there are
potential upgrades that can be installed that will increase visibility and improve the overall
traffic conditions for pedestrians and vehicles. The following are the recommendations:
a. Remove and install new 36"X36" STOP (R1-1) signs with new "ALL WAY" (R1-3P)
plaque.
b. Add red reflective strips to all existing stop signposts.
c. Refresh all stop bars and stop legends.
d. Install highly reflective neon yellow advance stop ahead 30"x30" sign (W3-1).
e. Install new highly reflective neon yellow "SCHOOL XING AHEAD" (30"x36") sign
(SW24-1 (CA)).
f. Repaint all crosswalks with yellow zebra striping.
g. Install yellow RPMs to outline the crosswalks at Willow Avenue and Alwood Street.
h. Install yellow RPMs outlining the crosswalks in the East leg and South leg of the
intersection at Tamar Drive and Alwood Street.
i. Replace existing school crossing signs with new highly reflective neon yellow
double -sided school crossing (36"x36") signs (SW24-2 (CA)).
j. Install yellow reflective strips to existing signpost for pedestrian crossing.
k. Install "Cross traffic does not stop' (W44P) plaque to existing stop sign
I. Refresh "Ahead school Xing" pavement legend.
12. Traffic Review of The Intersection of East Merced Avenue and South Glenview
Road (March 2022 Traffic Committee Meeting): The City of West Covina received a
request from a resident to install a "Do Not Block" sign and "Keep Clear" pavement legend
at the intersection of Merced Avenue and Glenview Road, located east of Merced
Elementary School. The following are the recommendations:
a. Install "Keep Clear' pavement marking.
b. Install "Do Not Block" (R10-7) sign.
c. Install "Cross Traffic Does Not Stop" (W44P) plaque under existing stop sign.
d. Install 40-MPH Speed Limit sign.
e. Request spot enforcement from West Covina PD.
13. Traffic Review for Pacific Avenue Between Cameron Avenue and Puente Avenue
(April 2022 Traffic Committee Meeting): The City of West Covina received a resident
request to review the segment of Pacific Avenue between Cameron Avenue. The resident
reported speeding concerns along Pacific Avenue at this location and requested speed
hump installation as a potential traffic -calming solution. The following are the
recommendations:
a. Repaint existing side stripes: Repaint and refresh existing side stripes for
northbound and southbound traffic along both sides of Pacific Avenue.
b. Install new 40 MPH speed limit (R2-1) sign with radar enforced sign (R48-1 (CA)):
Install new 40 MPH speed limit (R2-1) sign with Radar Enforced Sign (R48-1 (CA))
approximately 375-feet west of Bromley Avenue and Pacific Avenue intersection for
northbound traffic and approximately 230-feet east of Bromley Avenue and Pacific
Avenue intersection for southbound traffic. (Per CAMUTCD Section 2B.13).
c. Police Enforcement: West Covina Police Department should add this segment for
monitoring and increased enforcement for speeding.
14. Traffic Review of Ridgewood Drive Between Nanette Avenue and Amar Road (April
2022 Traffic Committee Meeting): The City of West Covina has received a resident
request to review reported speeding along Ridgewood Drive between Nanette Avenue
and Amar Road. The resident reported that motorists drive too fast along this stretch of
road and requested the installation of speed humps to encourage motorists to reduce their
speed. The following are the recommendations:
a. Install new oversized 25 MPH speed limit signage: Install two (2) 25 MPH speed
limit (R2-1) signs (30"xW") for both directions of travel (north/south) along
Ridgewood Drive as vehicles enter the segment from Nanette Avenue and Amar
Road.
b. Repaint the existing "Stop" Bar and Pavement legend: Repaint the existing "STOP"
Bar and Pavement Legend at the intersection of Natalie Avenue at Ridgewood
Drive.
c. Reinstall fallen STOP sign assembly: Reinstall fallen stop sign assembly at the
southwest corner of the intersection at Natalie Avenue and Ridgewood Drive.
d. Install "Cross Traffic does not stop" (W4-4P) plaques and red reflective stripes on
existing stop signs.
e. Police Enforcement: West Covina Police Department should add this segment for
monitoring and increased enforcement for speeding.
15. Red Curb Review of 1828 & 1822 Cortez Street (April 2022 Traffic Committee
Meeting): The City of West Covina received a resident request to evaluate the installation
of red curb located at the addresses of 1828 & 1822 E Cortez Street. The resident
stated that residents from the neighboring apartment complex also located on Citrus
Street park in front of their house and block their driveway. The following are the
recommendations:
a. Install Red Curb at the driveway apron plus an additional 1 foot of curb in each
direction at 1828 Cortez Street and 1822 Cortez Street (CAMUTCD Ch. 3B). This
will not alter the number of available parking spaces on the east side of 1828 Cortez
Street or number of parking spaces on the west side of 1822 Cortez Street.
b. Remove and Replace the address curb numbering for 1828 Cortez Street and 1822
Cortez Street outside the newly painted red curb.
16. Traffic Circulation Review for Traweek Middle School Drop Off and Pick Up (May
2022 Traffic Committee Meeting): The City of West Covina received a request to
evaluate the drop off/pick up area next to Traweek Middle School on Rowland Avenue as
well as Phillips Avenue and to provide recommendations to ease traffic conditions and
increase visibility for pedestrians and drivers around the school. The following are the
recommendations:
a. Remove and replace yield signage with new stop signs: Remove and Replace Yield
Signage with new Stop Signs for eastbound and westbound traffic at the intersection
of Eckerman Avenue and Phillips Avenue.
b. Install new stop sign/stop bar along Phillips Avenue at 3 intersections as follows: At
the east leg and west leg of Phillips Avenue and Eckerman Avenue; at east leg of
Phillips Avenue and Danes Drive; at east leg of Phillips Avenue and Pioneer Drive;
and at the west leg of Eckerman Avenue and Armel Drive.
c. Remove and replace existing stop sign with highly reflective (36"X36") stop sign
(R1-1): Remove and replace existing Stop Sign with Highly Reflective Stop Sign
(36"X36") at Phillips Avenue and Rowland Avenue.
d. Refresh stop bar and stop legend: Refresh Stop Bar and Stop Legend at the north
leg of the intersection of Phillips Avenue and Rowland Avenue.
e. Install 20-feet of red curb: Install 20-Feet of Red Curb on either side of the west curb
of the intersection at Phillips Avenue and Pioneer Drive.
f. Install new yellow ladder striped crosswalk: Install new Yellow Ladder Striped
Crosswalk at the north leg of the intersection of Rowland Avenue and Phillips
Avenue.
g. Install new School Pedestrian Crossing Signs (SW24-1) along Phillips Avenue at the
intersection of Phillips Avenue Pioneer Drive for the northbound direction, at the
southeast corner of the intersection; at the intersection of Phillips Avenue and Danes
Drive for the southbound direction, approximately 28-Feet north of the intersection
at the BCR on the west curb at the intersection.
h. Remove and replace existing school pedestrian sign with new highly reflective
school pedestrian sign (SW24-1).
i. Remove and replace existing Stop Sign with Highly Reflective Stop Sign (36"X36")
at Neil Street Rowland Avenue as Well as Phillips Avenue and Rowland Avenue.
j. Refresh Stop Bar and Stop Legend at the intersection of Neil Street and Rowland
Avenue as well as Phillips Avenue and Rowland Avenue.
k. Refresh yellow crosswalk and add ladder striping at Rowland Avenue and Phillips
Avenue on the north leg. Refresh yellow ladder crosswalk at Rowland Avenue and
Neil Avenue for the east leg. Install new yellow ladder crosswalk at Rowland Avenue
at Neil Street on the south leg.
I. Add yellow RPMs to outside of ladder crosswalk: Add yellow RPMs to make the
crosswalk more visible to approaching vehicles at the east leg intersection of
Rowland Avenue and Neil Street.
m. Replace fallen pedestrian crossing signage (R1-613) at Rowland Avenue: Replace
fallen Pedestrian Crossing Signage (R1-613) at Rowland Avenue and Neil Avenue,
directly west of the center crosswalk.
n. Remove and replace faded pedestrian crossing signage along Rowland Avenue:
Remove and Replace faded Pedestrian Crossing Signage along Rowland Avenue,
east and west of the crosswalk at Rowland Avenue and Neil Avenue.
o. Install Turning Vehicles yield to pedestrian signage (R10-15): Install 'Turning
Vehicles Yield to Pedestrian" (R10-15) Signage at the north-east corner of the
intersection of Rowland Avenue at Phillips Avenue, for westbound vehicles turning
right onto Phillips Avenue.
17. Traffic Review of Jennifer Place & Eclipse Way Between Valinda Avenue and
Pass/Covina Road (May 2022 Traffic Committee Meeting): The City of West Covina
has received a resident request to review reported speeding along Jennifer Place and
Eclipse Way between Pass and Covina Road and Valinda Avenue. The following are the
recommendations:
a. New speed limit signage: Install 25 mph speed limit signs (30,,x36") along with 25
pavement legends for both directions of travel along Jennifer Place and Eclipse Way
between Dore Street and Pass and Covina Road as vehicles enter this segment
from Lynda Lane and Pass and Covina Road as follows:
i. Speed Limit sign and legend should be installed on the east side of Lynda
Lane, just north of Dore Street E for NB travel along Lynda Lane towards
Eclipse Way.
i. Speed Limit sign and legend should be installed on the north side of Jennifer
Place, just west of Pass and Covina Road for WB travel along Jennifer Place.
b. ADD 15 MPH Caution Signs Below Each Curve Sign as follows:
i. 15 MPH sign should be installed under the CURVE sign on Eclipse Way for
NB travel under sign located on streetlight.
i. 15 MPH sign should be installed under the CURVE sign on Eclipse Way for
SB/WB travel under sign located on streetlight.
b. 15 MPH sign should be installed under the CURVE sign on Eclipse Way for EB
travel under sign located on streetlight.
c. 15 MPH sign should be installed under the CURVE sign on Jennifer Place for SB
travel under sign located on post.
18. Traffic Review at the Intersection of Cherrywood Street and Garvey Avenue Curve
(Discussed and Reviewed at both the January 2022 and May 2022 Traffic
Committee Meetings): The City of West Covina has received a resident request to
review reported speeding along Garvey Avenue South turning onto Cherrywood Street as
well as to evaluate traffic measures for vehicles turning onto the Cherrywood Street curve.
Appropriate traffic measures were recommended per the California Manual on Uniform
Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and engineering
judgement. The Traffic Committee unanimously recommended the following items:
a. Install white side stripes on the south side of Garvey Ave S for EB travel starting in
front of 1532 Garvey Ave S and continue the white side stripe to the east edge of
the driveway at 101 Cherrywood St. The white side stripe should be installed 8' from
the curb with white diagonal lines. The white side stripe should transition to meet the
existing white edge line. Both the side stripe and the edge line should be outlined
with white RPMs.
b. Repaint the "stop ahead" pavement legend on Garvey Ave S for EB travel.
Pavement legends should be centered within the travel lane.
c. Install six (6) new back-to-back fluorescent yellow chevron signs (W1-8 24"x30")
along the curve at Garvey Ave S for NB and SB travel on 10' breakaway posts. The
bottom of the signs should be approximately 7' above curb.
d. On Garvey Ave S/Cherrywood St install yellow delineators (3' high, impact resistant)
with yellow bands on flexible anchor mounted posts in 6' intervals on the double
yellow center line, starting at the flashing stop ahead sign for eb travel and
continuing to James Ave. The yellow delineators should be installed with gaps for
driveway openings and vehicle turning access.
e. Remove and replace the faded one-way arrow sign (W1-6 — 48"x24"), and the
triangle object marker sign, and signpost along Garvey Ave S and Cherrywood St.
Replace with new signs in florescent yellow (W1-6 — 48"x24") on a 10' breakaway
post. The bottom of the object marker sign should be approximately 4' above the
curb. The bottom of the one-way arrow sign should be approximately 7' above the
curb.
f. Install white diagonal lines on both sides of the street within the existing white side
stripes between Garvey Ave S to S Cherrywood St. The side stripes should be
outlined with white RPMs.
g. Install two (2) solar led flashing stop signs (36x36") at the intersection of Garvey
Ave S/Cherrywood St and James Ave, for the NB and SB directions.
h. Install "all way" plaques (R1-3p) beneath all three (3) stop signs at the intersection
of Garvey Ave S/Cherrywood St and James Ave.
i. Remove the existing 35 MPH speed limit sign (r2-1) and pole for the sb direction.
j. Remove the existing 30 MPH sign for NB/WB direction above the dip sign. Dip sign
and pole to remain.
9) CONSIDERATION OF A RESOLUTION OF INTENTION TO LEVY ASSESSMENTS FOR THE
AUTO PLAZA BUSINESS IMPROVEMENT DISTRICT
It is recommended that the City Council:
1. Approve the Annual Report for the West Covina Auto Plaza Business Improvement
District.
2. Adopt the following resolution:

10) CONSIDERATION OF CONSTRUCTION SERVICES AGREEMENT FOR WALMERADO
PARK RESTROOM IMPROVEMENTS - PROJECT NO. 22026
It is recommended that the City Council take the following actions:
1. Award the construction agreement for the Walmerado Park Restroom Improvements
(Project No. 22026) to R Dependable Construction, Inc. as the lowest responsible bidder;
2. Authorize the City Manager to negotiate and execute an agreement with R Dependable
Construction, Inc. for $248,000.00, in substantially the form as attached and in such final
form as approved by the City Attorney;
3. Authorize 10% of the awarded contract amount as contingency allowance to be used, if
necessary, with the City Manager's approval, for unforeseen conditions;
4. Authorize the City Manager to approve any and all purchases and execute any and all
agreements for products and services within the remaining project budget.
5. Approve the following Resolution:

RULES OF DECORUM
The following are excerpts from the West Covina Municipal Code:
Sec. 248. Manner of addressing council; time limit; persons addressing may be sworn.
a. Each person addressing the council shall step up to the rostrum, shall give his or her name and city of residence in an audible tone of
voice for the record and unless further time is granted by the council, shall limit his or her address to five (5) minutes.
b. The city council may establish a limit on the duration of oral communications.
C. All remarks shall be addressed to the council as a body and not to any member thereof. No person, other than the council and the person
having the floor, shall be permitted to enter into any discussion, either directly or through a member of the council, without the
permission of the presiding officer. No question shall be asked of a councilmember except through the presiding officer.
d. The presiding officer may require any person to be sworn as a witness before addressing the council on any subject. Any such person
who, having taken an oath that he or she will testify truthfully, willfully and contrary to such oath states as true any material matter
which he knows to be false may be held to answer criminally and subject to the penalty prescribed for perjury by the provisions of the
Penal Code of the state.
Sec. 2-50. Decorum --Required.
a. while the council is in session, the members shall preserve order and decorum, and a member shall neither, by conversation or
otherwise, delay or disrupt the proceedings or the peace of the council nor interrupt any member while speaking or refuse to obey the
orders of the council or its presiding officer, except as otherwise herein provided.
b. Members of the public shall not willfully disrupt the meeting or act in a manner that actually impairs the orderly conduct of the meeting.
For the purposes of this code, `willfully disrupt" includes, but is not limited to, continuing to do any of the following after being warned
by the Mayor that continuing to do so will be a violation of the law:
a. Addressing the Mayor and City Council without first being recognized.
b. Persisting in addressing a subject or subjects, other than that before the Mayor and City Council.
C. Repetitiously addressing the same subject.
d. Failing to relinquish the podium when directed to do so.
e. From the audience, interrupting or attempting to interrupt, a speaker, the Mayor, a council member, or a staff member or
shouting or attempting to shout over a speaker, the Mayor, a council member or a staff member.
f. As a speaker, interrupting or attempting to interrupt the Mayor, a council member, or a staff member, or shouting over or
attempting to shout over the Mayor, a council member, or a staff member. Nothing in this section or any rules of the council
shall be construed to prohibit public criticism of the policies, procedures, programs, or services of the City or of the acts or
omissions of the City Council. It shall be unlawful to violate the provisions of this Section.
If any subsection, sentence, clause, or phrase or word of this Section 2-50 is for any reason held to be invalid or unconstitutional, such decision
shall not affect the validity of the remaining portions of this Section. The City Council hereby declares that it would have passed this section
and each subsection, sentence, clause and phrase thereof, irrespective of the fact that any one or more subsections, sentences, clauses, phrases
or words had been declared invalid or unconstitutional.
Sec. 2-52. Persons authorized to be within council area.
No person, except city officials, their representatives and members of the news media shall be permitted within the rail in front of the council
chamber without the express consent of the council.
The following are excerpts from the Penal Code
148(a) (1) Every Person who willfully resists, delays, or obstructs any public officer, peace officer, or an emergency medical technician, as
defined in Division 2.5 (commencing with Section 1797) of the Health and Safety code, in the discharge or attempt to discharge any duty of his
or her office or employment, when no other punishment is prescribed, shall be punished by a fine not exceeding one thousand dollars (S 1,000),
or by imprisonment in a county jail not to exceed one year, or by both that fine and imprisonment.
403 Every person who, without authority of law, willfully disturbs or breaks up any assembly or meeting that is not unlawful in its character,
other than an assembly or meeting referred to in Section 303 of the Penal Code or Section 18340 of the Elections Code, is guilty of a
misdemeanor.
