10) CONSIDERATION OF CONTRACT FOR COLLECTION AGENCY SERVICES
Carried 5-0 to: take the following actions:
1. Award the contract for Request for Proposals ("RFP") No. 13-010 for Collection
Agency Services to States Recovery Systems, Inc.;
2. Authorize the City Manager to negotiate and execute an agreement with States
Recovery Systems, Inc., in substantially the form as attached and in such final
form as approved by the City Attorney for Collection Agency Services; and
3. Authorize the City Manager to negotiate and execute future amendments
exercising the extension options.

ACTION PLAN
Mayor Castellanos announced the Public Hearing matter, Assistant City Clerk Lisa
Sherrick verified that proper legal notice was given, and Mayor Castellanos opened the
Public Hearing. Staff responded to questions from Council.

Tabatabai 5-0 to: take the following actions:
1. Approve the proposed Fiscal Year (FY) 2022-2023 CDBG Action Plan; and
2. Adopt the following Resolution:

RESOLUTION NO. 2022-65—A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET
AMENDMENT FOR THE FISCAL YEAR COMMENCING JULY 1, 2022
AND ENDING JUNE 30, 2023 (FY 2022-2023 CDBG ACTION PLAN)
3. Designate the City Manager, or the City Manager's designee, as the
official representative of the City to administer the programs and to execute and
submit all required agreements, certifications, and documents required by HUD,
and execute all subrecipient agreements for the use of funds approved in the
2022-2023 Annual Action Plan.
4. Approve the agreement between the City of West Covina and San Gabriel
Council of Governments (SGVCOG) for homeless services funding and
authorize the City Manager to execute the agreement; and
Authorize the City Manager to negotiate and execute all necessary
documents, in such final form as approved by the City Attorney, to carry
out the City Council's direction.
The Council expressed interest in the following:
• Including funds for mental health services for West Covina residents.
• Understanding the funding formula CDBG uses to allocate funding.
• Updating guidelines for the Housing Preservation Program.
• Creating guidelines for a Rental Assistance Program to be brought back at the first meeting in
September, possibly reaching out to Linda Jackson from the San Gabriel Valley Tenants Association.
• Exploring the possibility to use CDBG money to fund LA CADA after the first year and having LA
CADA present an update.
• Hosting workshops when filling out Housing Preservation Program applications.

12) CONSIDERATION OF DESIGNATION OF VOTING DELEGATE AND
ALTERNATES FOR LEAGUE OF CALIFORNIA CITIES 2022 ANNUAL
CONFERENCE
Hearing no objection, the City Council designated Mayor Pro Tem Diaz as the
voting delegate and Mayor Castellanos as the delegate alternative for the League
of California Cities 2022 Annual Conference and Expo, Annual Business Meeting
(during General Assembly).

AND FIELD USE POLICIES & PROCEDURES

Hearing no objection, the City Council reviewed, discussed, and directed staff to
prepare for City Council consideration a Park and Field Use Policy and Procedures
Manual and expressed interest in the following areas:
• Types of partnerships the City has with regards to field use, field refurbishment,
field exclusive rights, and what parks host leagues.
• Having staff or a volunteer to oversee the park fields on the weekends.
• Exploring a Partnership with RBI Dodgers (the City of La Puente has one).
• Update permit fees for field use.
• Having an ordinance that prevents private field use without a permit.
• Gain input regarding use from the various league organizers.
CITY COUNCIL REQUESTS FOR REPORTS, STUDIES OR INVESTIGATION
Councilwoman Lopez-Viado has requested a fireworks show for next year's July 4th
celebration.
CITY COUNCIL COMMENTS
Council thanked Staff for their work on the July 4th Celebration and congratulated the officers and
non -sworn staff from tonight's presentation.

A motion to adjourn the Regular Meeting was made by Mayor Castellanos, and the meeting was
adjourned at 9:29 p.m. The next regularly scheduled Regular City Council Meeting will be held or
Tuesday, July 19, 2022 at 7:00 p.m. in the Council Chambers, 1444 West Garvey Avenue South,
West Covina, California.
