Carried 5-0 to: authorize the City Manager to negotiate and execute anagreement with
Hinderliter, de Llamas and Associates dba HdL Companies for Sales and Use Tax
Audit Services, in substantially the form as attached and in such final form as approved
by the City Attorney. The proposed agreement has term effective retroactive to January
1, 2022 and continues through June 30, 2026.

6) CONSIDERATION OF NOTICE OF COMPLETION FOR FIRE STATION NO. 4
PARKING LOTIMPROVEMENTS - PROJECT NO. 21034
Carried 5-0 to: take the following actions:
1. Accept project completion for Fire Station No. 4 Parking Lot Improvements
(ProjectNo. 21034) as performed by All American Asphalt with a final
contract amount of
$217,426.30; and
2. Authorize the recordation of Notice of Completion with the Los Angeles County
Recorderand the release of retention funds 35 days thereafter.
7) CONSIDERATION OF RATIFICATION OF CONTRACT WITH PAUL MAURER
FOR AMUSEMENT RIDES, ATTRACTIONS, GAMES, AND CONCESSIONS FOR
THE CITY'SSPRING FESTIVAL
Carried 5-0 to: take the following actions:
1. Ratify the agreement between the City and Paul Maurer dba Paul Maurer
Shows for the provision of amusement rides, attractions, games and
concessions for the City's Spring Festival.
2. Authorize the City Manager to execute future amendments to extend the
term of theagreement.

Mayor Castellanos announced the Public Hearing matter, Assistant City Clerk Lisa
Sherrick verified that proper legal notice was given, and Mayor Castellanos opened the
Public Hearing. Staff responded to questions from Council.

to: City Council directed staff to develop a draft FY 2022-2023 CDBG Action Plan,
based on the needs and priorities approved for the FY 2020-2024 Consolidated Plan
with the change that rental housing become a higher priority.
9) CONSIDERATION OF DRAFT CITY COUNCIL REDISTRICTING MAPS
Mayor Castellanos announced the Public Hearing matter, Assistant City Clerk Lisa
Sherrick verified that proper legal notice was given, and Mayor Castellanos opened the

1. Conduct the public hearing, receive public input, discuss and revise draft
maps andelection sequencing, and identify focus maps; and
2. Include map 105 in the ordinance to adopt new district boundaries for the West
Covina City Council.

PUBLIC SERVICES
10) CONSIDERATION OF TRANSPORTATION AND LEASE AGREEMENTS
WITH MVTRANSPORTATION, INC.
ACTION: Motion by Mayor Castellanos, Second by Councilmember Tabatabai 5-0
to: take the following actions:
1. Staff is to implement option 2 of the given recommendations and approve an
extension of the existing agreements for transit services and lease on a month -to -
month basis not to exceed six months and direct staff to contract directly with Uber
or Lyft to carry out an "On -Demand Ride Hailing" Pilot Program; and
2. Authorize the City Manager to negotiate and execute all necessary
documents, in such final form as approved by the City Attorney, to carry out the
CityCouncil's direction.

CITY COUNCIL COMMENTS
Councilman Wu highlighted the upcoming West Covina Spring Festival that will occur on Saturday,
March 12th to Sunday, March 13th. The Event will comprise of carnival rides, live performances and
will host several food and retail vendors.
Councilmember Tabatabai thanked Walmerado Pony Baseball for inviting the Council to their
opening game. He went on to highlight how several local baseball groups will be beginning their
baseball seasons.

ADJOURNMENT
The meeting was adjourned in the honor of the people of Ukraine. Our thoughts and prayers to
them during these uncertain times. A motion to adjourn the Regular Meeting was made by Mayor
Castellanos, and the meeting was adjourned at 11:01 p.m. The next regularly scheduled Regular
City Council Meeting will be held on Tuesday, March 15, 2022 at 7:00 p.m. in the Council
Chambers, 1444 West Garvey Avenue South, West Covina, California.
