A Regular Session Meeting was called to order by Mayor Castellanos on Tuesday, January 4,
2022 at 7:04 p.m., in the Council Chambers, 1444 West Garvey Avenue South, West Covina,

DEPARTMENTAL REGULAR MATTERS

7) CONSIDERATION OF 2022 CITY COUNCIL GOALS
The City Council has given staff the following direction:
• Staff is directed to schedule a presentation from Union Station that provides
information on the challenges specific to West Covina concerning the city's homeless
issues.
• Staff is directed to reach out to Union Station, local community organizations and
religious organizations to participate in the upcoming Homeless Count Survey and
potentially provide outreach to the surveyed individuals.
• Staff is directed to provide a timeline on when a report will be given that details the
feasibility of replacing the baseball field lights at the West Covina Sportsplex with LED
lights.
• Staff is directed to develop a calendar of all city events to better advertise to residents.
Staff is to utilize alternative means of advertising city events such as publishing events
in the residents' monthly Athens bill and partnering with local school districts to push
the "Discover West Covina" newsletter.
• Staff is directed to provide a timeline on when these directives will be achieved.
Each member of the City Council has chosen 3 goals that they would like staff to
prioritize. They are as follows:
• Mayor Castellanos:
o Partner with area cities on a regional response to inadequacies of existing
Measure H program.
o Improve recreational and park opportunities in the community: Galster Park Trail
o Public Safety (Police and Fire)
• Mayor Pro Tem Diaz:
o Seek provisional approval from the California Department of Public Health
(CDPH) for municipal health department.
o Enhance City Image and Effectiveness
o Acquire and implement the use of body -worn cameras in order to record
interactions between community members (e.g., the public, suspects, and
victims) and law enforcement officers.
• Councilwoman Lopez-Viado:
o Public Safety (Police and Fire)
o Partner with area cities on a regional response to inadequacies of existing
Measure H program.
o Enhance City Image and Effectiveness
• Councilmember Tabatabai:
o Address Homeless Issues
o Enhance City Image and Effectiveness
o Expand Economic Development Opportunities
• Councilman Wu:
o Councilman Wu has suggested that all goals are doable and should be
gradually worked on to achieve our goals.

South, West Covina, California.
