CAMERON AVENUE Page #5 2/15/2022 Regular Session Minutes DEPARTMENTAL REGULAR MATTERS CITY MANAGER'S OFFICE 7) CONSIDERATION OF MEASURES TO COMPLY WITH CALIFORNIA SENATE BILL 1383, NPDES STORMWATER REGULATIONS, AND AMENDMENTS TO THE ATHENS SERVICES FRANCHISE AGREEMENT ACTION: Motion by Councilman Wu, Second by Councilmember Tabatabai 4-0 (Absent: Mayor Castellanos) to: Table Item 7 to the next City Council Meeting. 1. Authorize the City Manager to negotiate and execute an agreement with Arakelian Enterprises, Inc. DBA Athens Services for the collection of solid waste, recyclables, yard waste and other compostables, in such final form as approved by the City Attorney; and Approve, by a majority vote of the entire City Council, dispensing with formal bidding procedures and requirements in connection with the procurement of street sweeping, median maintenance, and graffiti abatement services by finding that it would be uneconomical to comply with such requirements and it would promote the public interest to dispense with such requirements, in accordance with the requirements of Section 2-330(b) of the West Covina Municipal Code; OR 3. Provide alternative direction. MAYOR/COUNCILMEMBERS REPORTS None CITY COUNCIL REQUESTS FOR REPORTS STUDIES OR INVESTIGATION Councilman Wu has requested that staff provide an update on the Shadow Oak bathroom upgrades. CITY COUNCIL COMMENTS Councilmember Tabatabai highlighted the upcoming Homeless Count taking place in West Covina at Cameron Park from 8PM to Midnight on February 22nd. He went on to mention how Assemblywoman Blanca Rubio's office will be participating in the February Food Drive and is seeking contributions at Plaza West Covina next to JC Penney. Our deep condolences to his family. A motion to adjourn the Regular Meeting was made by Mayor Pro Tem Diaz, and the meeting was adjourned at 10:31 p.m. The next regularly scheduled Regular City Council Meeting will be held on Tuesday, March 1, 2022 at 7:00 p.m. in the Council Chambers, 1444 West Garvey Avenue South, West Covina, California.
