A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING THE HUMAN
RESOURCES SERIES
THE CITY COUNCIL OF THE CITY OF WEST COVINA HEREBY FINDS,
DETERMINES, AND DECLARES AS FOLLOWS:
WHEREAS, the Human Resources Department, as needed, reviews class
specifications and/or pay grades to ensure position specifications and compensation are in
alignment with current demands and comparable with similar classifications within the public
sector labor market; and
WHEREAS, the Human Resources Department reviewed the specifications and
compensation for the Human Resources Technician, Human Resources Analyst I and 11,
Human Resources Manager, and Human Resources and Risk Management Director
classifications and determined updates to such specifications and compensation are needed
to meet current industry standards relating to minimum qualifications, duties, and
responsibilities; and
WHEREAS, on December 15, 2021, the Human Resources Commission reviewed
and approved the repeal of the existing class specifications for the Human Resources
Technician, Human Resources Analyst I and Il, Human Resources Manager, and Human
Resources and Risk Management Director classifications and replacement of said
specifications with the Human Resources Technician, Senior Human Resources
Technician, Human Resources Analyst, Senior Human Resources Analyst, Human
Resources Manager and Human Resources and Risk Management Director specifications
set forth in Exhibits A, B, C, D, E, and F, which are attached hereto and incorporated herein:

WHEREAS, on December 15, 2021, the Human Resources Commission also
reviewed and approved the salary grades for the new classifications of Senior Human
Resources Technician, Human Resources Analyst including a change of bargaining unit,
Senior Human Resources Analyst, and adjusting the salary range for the Human Resources
Manager classification; and
WHEREAS, the City Council desires to approve the repeal and replacement of said
specifications, the establishment of the Senior Human Resources Technician, Human
Resources Analyst, and Senior Human Resources Analyst classifications, and approve the
class specifications set forth in Exhibits A, B, C, D, E, and F; and
WHEREAS, the City Council also desires to approve the new salary grades for the
Senior Human Resources Technician, Human Resources Analyst, Senior Human
Resources Analyst, and Human Resources Manager classifications.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The City Council hereby approves the repeal of the existing class
specifications for the Human Resources Technician, Human Resources Analyst I and Il,
Human Resources Manager, and Human Resources and Risk Management Director
classifications.
SECTION 2. The City Council hereby approves establishing the Senior Human
Resources Technician, Human Resources Analyst, and Senior Human Resources Analyst
classifications.
SECTION 3. The City Council hereby approves replacing the repealed specifications
with the Human Resources Technician specifications, Senior Human Resources Technician
specifications, Human Resources Analyst specifications, Senior Human Resources Analyst
specifications, Human Resources Manager specifications, and Human Resources and Risk
Management Director specifications, attached hereto as Exhibits A, B, C, D, E, and F,
respectively.
SECTION 4. The City Council hereby approves the following new salary grades for
the Senior Human Resources Technician, Human Resources Analyst including the change
of bargaining unit, Senior Human Resources Analyst, and Human Resources Manager
classifications:

SECTION 5. The City Clerk shall certify to the adoption of this resolution and shall
enter the same in the book of original resolutions and it shall become effective immediately.
