RECOMMENDATION:
It is recommended that the City Council receive and file the minutes of the regular meeting of the Community and
Senior Services Commission held on July 13, 2021, and the special meeting held on July 29, 2021.
DISCUSSION:
The attached meeting minutes are for the regular Community and Senior Services Commission meeting held on
July 13, 2021 and the special meeting held on July 29, 2021.

On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the threat of
COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N-29-20, suspending certain
requirements of the Brown Act relating to the conduct of public meetings.
Due to the ongoing COVID-19 emergency and pursuant to State and County public health directives, Los Angeles
County Department of Health requires that masks be worn indoors regardless of vaccination status.
If you are experiencing symptoms such as fever or chills, cough, shortness of breath or difficulty breathing, fatigue,

It is recommended that Commission approve the May 11, 2021, Community and Senior
ServicesCommission Meeting Minutes.
Motion By: Commissioner Mullner, 2"a by: Commissioner Valles, Motion carried
by a vote of 7-0 with 2 abstaining and 1 absent.

2) Recommendations for 12 Policy Provisions for 100% Smoke -Free Multi -Unit Housing -
Presented byElsa Greno, Project Coordinator and West Covina Community Alliance Network
members.
It is recommended the Commission have discussion after this presentation, give direction to
staffand/or receive and file.
This item was pulled off of the agenda by City staff. Discussion was not had on this

3) Provide update on the West Covina Public Health Department - Presented by Paulina
Morales,Assistant City Manager.
It is recommended that the Commission receive and file this report.

4) Measure H - Homeless Program Update.
It is recommended that the Commission receive and file this report.
Update was given to the Commission on what Measure H is, how funds are used and the
current update from the state.
Discussion was had from housing, H.O.P.E. teams roll, Counties roll (LAHSA), who tracks the
success of West Covina with the homelessness housing placement, funding and what it is used for,
the roll of the San Gabriel Valley Council of Governments role in dealing with legislation
regarding homelessness and more.
No action was taken. Item was received and filed.
AD HOC COMMITTEE
REPORTS
CIP Sub -Committee met to discuss updates to current playground projects.
CDBG Sub -Committee met to discuss current funding and projects.

Commissioner Hector Diaz: Nothing to report this meeting.
Commissioner Sherry Fischer: Attended the Kiwanis stuff a bus (back to school) donation event
that was a a success.
Commissioner Jen Gutierrez: Absent.
Commissioner Carole Mullner: Attended the Smoresology grand opening that was a success and
great event. The West Covina Historical Society Summer Fest will be on August 14, 2021, and
Commissioner Mullner has been nominated as a volunteer of the year so that is exciting.
Commissioner Cecilia Munoz: Nothing to report this meeting.
Commissioner George Nguyen: Attended 2 of the Summer Concert series as well as the 4`h of July
event. Great events that bring the community together.
Commissioner Betty Valles: Nothing to report this meeting.
Commissioner Alfred Williams: Nothing to report this meeting.
Commissioners Karim Zaklama: West Covina Unified School District approved the partnership
with local business' have started an work internship program for under privileged students to expose
them to a life beyond what they believe might be in their future. This is privately funded program
which offers scholarships and no cost to the business owners. There is also a housing portion of this
program that assists with temporary to permanent housing for student and their families that are in
need.
