Item #3 - CONSIDERATION OF PROPOSED APPOINTMENT OF FIRE CHIEFAGENDA ITEM NO.3 AGENDA STAFF REPORT City of West Covina I Office of the City Manager DATE: September 17, 2019 TO: Mayor and City Council FROM: David Carmany City Manager SUBJECT: CONSIDERATION OF PROPOSED APPOINTMENT OF FIRE CHIEF RECOMMENDATION: It is recommended that the City Council approve the City Manager's proposed appointment of Assistant Chief Vincent Capelle to the position of Fire Chief. BACKGROUND: The West Covina Municipal Code provides that "It shall be the duty of the city manager to appoint, remove, promote and demote any and all offers and employees of the city, except the city clerk, city attorney and city treasurer, subject to the rules and regulations of any applicable civil service or other personnel system in effect. Notwithstanding the foregoing, the city manager shall not appoint or promote a person to serve as the director of a department, unless a majority of the city council first voted in favor of the city manager's proposed appointment or promotion." DISCUSSION: The City of West Covina Fire Department has been without a permanent Chief since May 2019. The Human Resources & Risk Management (HR) Department conducted a recruitment for the vacant Fire Chief position while Mike Hambel has been serving as the Acting Fire Chief. Pursuant to Ordinance No. 2454, the City Council must confirm the City Manager's proposed appointment of Department Heads. OPTIONS: The City Council has the following options: 1. Approve staffs recommendation; or 2. Provide alternative direction.
