RECOMMENDATION:
It is recommended that the City Council receive and file this informational report.
BACKGROUND:
On June 2, 2015, the City Council adopted an ordinance, which amended sections of the West Covina Municipal
Code related to the appointment, removal, vacancies, and terms of City Commissioners. The new ordinance was
effective on July 2, 2015.
The new ordinance restructured the process of appointing City Commissioners. Specifically, the ordinance allows
for the appointment of City Commissioners by individual appointment by each Councilmember, rather than by
majority vote of the City Council. In addition, the ordinance established the term of office for each commissioner
to be consistent with the term of office of the appointing Councilmember.
DISCUSSION:
A vacancy occurred on the Community & Senior Services Commission with the passing of Commissioner Phil
Kaufman. The vacancy was published on December 3, 2018, and July 16, 2019, and received a total of eleven
(11) applications for Commissioner. Mayor Lloyd Johnson has selected Paul Blackburn to serve as Commissioner
for the Community & Senior Services Commission.
