SUBJECT: CONSIDERATION OF AGREEMENT EXTENSION WITH RKA CONSULTING GROUP
FOR "AS NEEDED" BUILDING OFFICIAL, BUILDING PLAN CHECK AND INSPECTION
SERVICES
RECOMMENDATION:
It is recommended that the City Council authorize the City manager to execute a contract amendment with RKA
Consulting Group to extend the contract from August 18, 2019 to September 5, 2019 for the "as needed" Building
Official, building plan check and inspection services.
DISCUSSION:
On August 18, 2015, the City entered into a Professional Services Agreement with RKA Consulting Group (RKA)
to provide "as -needed" building plan check and inspection services. The term of the contract was for three years;
however, on August 21, 2018, the City Council approved a 12-month extension to the contract agreement with an
expiration date of August 18, 2019. In April of 2019, a Request For Proposal (RFP) was released requesting
proposals to provide Building and Safety Services. In June of 2019, the City Council adopted a budget directing
that all Building and Safety services be provided by a consultant.
Staff is recommending to extend RKA's contract agreement for approximately three weeks at which time the new
consultant will provide these services. The extension will also cover the transition period.
OPTIONS:
The City Council has the following options:
1. Approve staffs recommendation; or
2. Provide alternative direction.

Fiscal Impact
FISCAL IMPACT:
The City charges permit fees to cover these services. Fees for service with RKA are not increasing with this
agreement.

FOURTH AMENDMENT TO
CITY OF WEST COVINA
PROFESSIONAL SERVICES AGREEMENT
WITH
RKA CONSULTING GROUP
FOR `AS -NEEDED' BUILDING PLAN CHECK AND INSPECTION SERVICES
This is the Fourth Amendment to the Agreement dated August 18, 2015 between the CITY
OF WEST COVINA, a municipal corporation, hereinafter referred to as "City" and, RKA
CONSULTING GROUP, hereinafter referred to as "Contractor" ("Original Agreement") is made
and entered into as of August 12, 2019. In consideration of the mutual promises and covenants
contained herein, the parties hereto mutually agree as follow:
SECTION 1. RECITALS. This Agreement is made and entered into with respect to the
following facts:
WHEREAS, the Original Agreement Section 2.0 limited the compensation not to
exceed Seventy -Five Thousand ($75,500).
WHEREAS, the City increased that compensation by Fifty Thousand Dollars ($50,000)
on April 16, 2019.
NOW, THEREFORE, for and in consideration of the mutual covenants and conditions contained
herein, the parties hereby agree as follows:
1. The agreement shall be extended from August 18, 2019 to September 5, 2019.
2. Except as herein amended, the terms and conditions of the Original Agreement,
executed on August 18, 2015 shall remain in full force and effect.
