Waive formal contract procedures in accordance with West Covina Municipal Code Chapter 2, Article VII, Division 2, Sec. 2-333(i)(1), by finding that it is in the public interest and necessity to waive formal contract procedures in connection with the procurement of continuing education services for the Fire Department; and 2. Authorize the City Manager to execute the EMS Educator Services Agreement with the Regents of the University of California on behalf of the UCLA Center for the Prehospital Care, in substantially the form asattached and in such final form as approved by the City Attorney; and 3. Authorize the City Manager to approve extensions to the Agreement, provided that the overall term does notexceed five (5) years. 9) CONSIDERATION OF CONSTRUCTION SERVICES AGREEMENT FOR FIRE STATION NO. 4PARKING LOT IMPROVEMENTS - PROJECT NO. 21034 Carried 3-2 (No: Diaz, No: Wu) to: take the following actions: Page #5 6/15/2021 Regular Session Minutes 1.Authorize the City Manager to negotiate and execute a Construction Services Agreement with All AmericanAsphalt for $208,194, 2. Authorize 20% of the awarded contract amount as contingency allowance to be used, if necessary, at the CityManager's discretion, for unforeseen conditions; and 3. Authorize the City Manager to execute any amendments to the agreement. 10) CONSIDERATION OF AN AGREEMENT FOR ARCHITECTURAL SERVICES FOR FIRE STATION NO. 3 IMPROVEMENTS - PROJECT NO, 21034 Carried 5-0 to: take the following actions: 1. Authorize the City Manager to negotiate and execute a Professional Services Agreement with Black, O'Dowd& Associates, Inc. dba BOA Architecture in an amount not to exceed $55,500.00; and 2. Authorize the City Manager to execute any amendment(s) to the Agreement. HUMAN RESOURCES/RISK MANAGEMENT 11) CONSIDERATION OF AN AGREEMENT WITH PUBLIC SECTOR PERSONNEL CONSULTANTS, INC. TO PROVIDE A CLASSIFICATION AND COMPENSATION STUDY (Item 11 was removed from the Agenda by City Manager David Carmany) It is recommended that the City Council authorize the City Manager to negotiate and execute a Professional Services Agreement, in an amount not to exceed $49,500, with Public Sector Personnel Consultants, Inc. to providea City-wide Classification and Compensation Study. It is further recommended that the City Council authorize the City Manager to execute any amendments to the Agreement. POLICE DEPARTMENT 12) CONSIDERATION OF CONTINUED POLICE COMPUTER TECHNOLOGY SERVICES Carried 5-0 to: take the following actions: Approve, by a majority vote of the entire City Council, dispensing with formal bidding procedures and requirements in connection with the procurement of specialized computer technology services for the Police Department, in accordance with the requirements of Section 2-330(b) of the West Covina Municipal Code; and Authorize the City Manager to negotiate and execute an agreement, in an amount up to $495,000, for a termof two (2) years, with Scientia Consulting Group, in a form approved by the City Attorney, for continued specialized computer technology for the Police Department, from Account No. 117.31.3119.6120. Page #6 6/15/2021 Regular Session Minutes PUBLIC SERVICES 13) CONSIDERATION OF ANNUAL PURCHASE ORDER TO WAXIE SANITARY SUPPLY FOR FISCALYEAR 2021-22 Carried 5-0 to: approve an annual purchase order for Fiscal Year (FY) 2021-22 to WAXIESanitary Supply in the total amount of $65,000. 14) CONSIDERATION OF PURCHASE ORDER FOR FORD FLEET CARE BILLING PROGRAM FORFISCAL YEAR (FY) 2021-22 Carried 5-0 to: take the following actions: Approve, by a majority vote of the entire City Council, dispensing with formal bidding procedures and requirements in connection with the procurement of City fleet maintenance and repair services by finding thatit would be uneconomical to comply with such requirements and it would promote the public interest to dispense with such requirements, in accordance with the requirements of Section 2-330(b) of the West Covina Municipal Code. Approve a purchase order for the Ford Fleet Care Program for FY 2021-22. ACTION: Motion by Councilman Wu, Second by Councilwoman Diaz 4-1 (No: Tabatabai) to: draft a letter to District Attorney Gascon pertaining to Special Directives for the County of Los Angeles Mayor Lopez-Viado has requested that staff look into a automated notification app directed at Seniors in order to keep them informed on City programs.
