BILL 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:
RESOLUTION NO.2021-71— A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, APPROVING A LIST OF FISCAL YEAR 2021-2022 PROJECTS
FUNDED BY SENATE BILL 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
BACKGROUND:
On April 28, 2017, Governor Brown signed Senate Bill 1 (SB 1), which is known as the Road Repair and
Accountability Act of 2017, to address basic road maintenance, rehabilitation and critical safety needs on both State
highways and local streets. SB 1 increased per gallon fuel excise taxes; increased diesel fuel sales taxes and vehicle
registration fees; and provides for inflationary adjustments to tax rates in future years.
Since November 1, 2017, the State Controller has deposited various portions of this new funding into the newly
created Road Maintenance and Rehabilitation Account (RMRA). A percentage of this new RMRA funding was
apportioned by a formula to eligible cities pursuant to Streets and Highways Code (SHC) section 2032(h) for basic
road maintenance, rehabilitation, and critical safety projects on local streets and roads.
Cities receiving RMRA funds must comply with all relevant Federal and State laws, regulations, policies, and
procedures. In order to receive RMRA funds, the City must annually expend for street, road, and highway purposes
an amount not less than the annual average of its expenditures from its General Fund during the 2009-10
($655,146), 2010-11 ($446,279), and 2011-12 ($600,020) fiscal years. The average of this three (3)-year period was
$567,148 and is the minimum Maintenance of Effort (MOE) required to received SB 1 funding. This amount was
calculated by the State Controller Office (SCO) based on information provided by the Finance Department during
base years.
Pursuant to SHC section 2034(a)(1), prior to the apportionment of funds under the program, the City is required to
submit to the California Transportation Commission (CTC) a list of eligible projects to be funded with RMRA
funds pursuant to a resolution adopted by the City Council at a regular meeting.
DISCUSSION:
It is estimated that the City will receive an estimated $2,038,174 in RMRA funding for FY 2021-22 from SB1.
The City is proposing that the FY 2021-22 RMRA funding be allocated to the following project:
• Annual Residential Streets Rehabilitation Program, FY 2021-22
LEGAL REVIEW:
The City Attorney's Office has reviewed and approved the resolution as to form.
OPTIONS:
The City Council has the following options:
1. Approve Staffs recommendation; or
2. Provide alternative direction.

Fiscal Impact
FISCAL IMPACT:
In order to receive RMRA funds, the City must meet a MOE requirement using discretionary funding from the
General Fund in the amount of $567,148. The proposed project for FY 2021-22 would have $2,038,174 from
RMRA funds and $567,148 from General Fund, for a total of $2,605,322. The FY 2021-2022 Preliminary
Operating and Capital Improvement Program Budget includes a $567,200 transfer from the General Fund for this
purpose.

OF WEST COVINA, CALIFORNIA, APPROVING A LIST
OF FISCAL YEAR 2021-2022 PROJECTS FUNDED BY
SENATE BILL 1: THE ROAD REPAIR AND
ACCOUNTABILITY ACT OF 2017
WHEREAS, the Governor signed Senate Bill 1 (SB 1), the Road Repair and
Accountability Act of 2017, into law in April 2017 to address the significant multi -modal
transportation funding shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the
residents of the City are aware of the projects proposed for funding in our conmi city and which
projects have been completed each fiscal year; and
WHEREAS, the City must adopt by resolution a list of projects proposed to receive
funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which
niust include a description and the location of each proposed project, a proposed schedule for the
project's completion, and the estimated useful life of the improvement; and
WHEREAS, the City will receive an estimated $2,038,174 in RMRA funding in Fiscal
Year 2021-22 from SB 1; and
WHEREAS, this is the fifth year in which the City is receiving SB 1 funding. The funding
will enable the City to continue essential road maintenance and rehabilitation projects, safety
improvements, repair and replace aging bridges, and increase access and mobility options for the
traveling public that would not have otherwise been possible without SB 1; and
WHEREAS, the City used a Pavement Management System (StreetSaver) to develop the
SB 1 project list to ensure revenues are being used on the most high -priority and cost-effective
projects that also meet the comimmity's priorities for transportation investment; and
WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate the local
streets identified in this resolution throughout the City; and
WHEREAS, the 2018 California Statewide Local Streets and Roads Needs Assessment
found that the City's streets and roads are in "at -risk" condition and this revenue will help the City
increase the overall quality of its road system and over the next decade will bring City streets and
roads into a better condition; and
WHEREAS, the SB 1 project list and overall investment in local streets and roads
infrastructure with a focus on basic maintenance and safety, investing in complete streets
infrastructure, and using cutting -edge technology, materials and practices, will have significant
positive co -benefits statewide.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The foregoing recitals are true and correct.
SECTION 2. The following list of proposed projects will be funded with Fiscal Year
2021-22 Road Maintenance and Rehabilitation Account revenues:
