RECOMMENDATIONS FOR TRAFFIC ENGINEERING IMPROVEMENTS AT
VARIOUS LOCATIONS FROM THE MARCH 9, 2021 AND APRIL 13, 2021 TRAFFIC
COMMITTEE MEETINGS
RECOMMENDATION:
It is recommended that the City Council approve the Traffic Committee Meeting recommendations listed
below of traffic engineering improvements from the Traffic Committee Meetings of March 9, 2021 and April
13, 2021.
The below proposed improvements will be included as part of the Fiscal Year 2020-21 Residential Streets
Rehabilitation Program, Project No. 21020. The actual cost of the proposed improvements will be presented to
the City Council for approval as part of the construction contract award staff report for this project.
March 9, 2021, Traffic Committee Meeting Approved Recommendations for City Council
Consideration:
1. TRAFFIC REVIEW ALONG MONTEZUMA WAY BETWEEN VINE DRIVE AND CITRUS
STREET
a. Request: The City of West Covina received a request to review the traffic conditions and reported
speeding along Montezuma Way between Vine Drive and Citrus Street. The resident requested for
speed bumps to be installed along Montezuma Way as well as the installation of streetlights. As
part of the traffic review, the following items were reviewed: existing roadway conditions,
four years of collision history, daily traffic counts, and output from a 24-hour radar speed survey.
b. Review Standard: After a thorough review of existing field and traffic conditions and per the
California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code
(CVC), based on the traffic review and engineering judgment, it was determined that additional
traffic calming measures is recommended to be installed along Montezuma Way between Vine
Drive and Citrus Street to deter vehicles from speeding and for increased safety. Due to the
horizontal and vertical curves along Montezuma Way, Montezuma Way is not a candidate for
installation of speed humps. Montezuma Way is a curvy and hilly roadway, the installation of
speed humps along Montezuma Way between Vine Drive and Citrus Street is not recommended
based on engineering and safety judgment. Therefore, other traffic measures are recommended.
c. Recommendation: The Traffic Committee unanimously recommended the following items:
i. Installation of Retroreflective Strips on Stop Sign poles: Retroreflective strips are strips
installed on posts that match the background of the sign which aids to enhance the visibility
of the Stop Signs and is beneficial when additional attention needs to be drawn to a Stop
Sign especially during nighttime conditions. The Red Reflective Strips will be installed on
the Stop Sign posts per CAMUTCD (Section 2A.21) for added visibility along Montezuma
Way between Vine Drive and Citrus Street at the stop at the northwest corner of Montezuma
Way at Vine Drive and the southeast corner of Montezuma Way at Citrus Street.
ii. Installation of 25 mph Pavement Legends: "25" Pavement Legend for both directions of
traffic (east/west) along the (north/south) side of South Montezuma Way opposite existing
speed limit signs along South Montezuma Way between Vine Drive and Citrus Street.
iii. Replacement of Signage: Replacement of the existing 25 MPH Speed Limit (R2-1) signs
with oversized (3006) 25 MPH Speed Limit Signs (R2-1) along Montezuma Way between
Vine Drive and Citrus Street.
iv. Installation of RPMs: Remove damaged sets of Raised Pavement Markers (RPM's) and
Install Highly Reflective RPM's for approximately 50 feet on either side of the double
yellow center line for the curved segments located along Montezuma Way between Vine
Drive and Citrus Street. According to this section, Retroreflective RPMs can increase
visibility of traffic lane for vehicles at night.
v. If funding is available as part of the installation, budget radar speed signage and lighting
will be evaluated and may also be installed and considered along the segment.
2. TRAFFIC REVIEW ALONG HILLSIDE DRIVE BETWEEN GRAND AVENUE AND CASTLE
ROCK COURT
a. Request: The City of West Covina received a request to review the traffic conditions and reported
speeding along Hillside Drive between Grand Avenue and Castle Rock Court. As part of the
traffic review, the following items were reviewed: existing roadway conditions, four years of
collision history, daily traffic counts, and output from a 24-hour radar speed survey.
b. Review Standard: After a thorough review of existing field and traffic conditions and per the
California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code
(CVC), based on the traffic review and engineering judgment, it was determined that additional
traffic calming measures including Speed Pavement Legends, Larger Speed Limit Signs, Red
Reflective Posts on all Stop Signs along Hillside Drive, Highly Reflective RPMs be placed along
the curve sections of Hillside Drive, and consideration of Speed Feedback Signs (one for each
direction) be installed along Hillside Drive between Grand Avenue and Castle Rock Court to deter
vehicles from speeding and for increased safety. Please note that speed humps were also reviewed
but since the posted speed limit is 35 mph, this segment is not a candidate for speed humps per the
West Covina Speed Hump Policy.
c. Recommendation: The Traffic Committee unanimously recommended the following items:
i. Installation of Retroreflective Strips on Stop Sign poles: Retroreflective strips are strips
installed on posts that match the background of the sign which aids to enhance the visibility
of the Stop Signs and is beneficial when additional attention needs to be drawn to a Stop
Sign especially during nighttime conditions. The Red Reflective Strips will be installed on
all Stop Sign posts per CAMUTCD (Section 2A.21) for added visibility along Hillside
Drive from Grand Avenue to Castle Rock Court.
ii. Installation of 35 mph Pavement Legends: "35" Pavement Legend for eastbound and
westbound travel opposite all proposed oversized Speed Limit (R2-1) Signs on Hillside
Drive between Grand Avenue and Castle Rock Court.
iii. Replacement of Speed Limit Signage: Replacement of existing 35 MPH Speed Limit (R2-1)
signs with oversized (3006) 35 MPH Speed Limit Signs (R2-1) along the segment.
iv. Replacement of Advisory Signage: Remove existing Advisory Speed Signage and attached
curve or winding road signage and replace with Advisory Speed signage with a reduction in
speed in order to enhance safety for vehicles on the curves along Hillside Drive. Per
CAMUTCD (Section 2C-7) and (Table 2C-5) located approximately 300-feet east of S
Fairway Knolls Road.
v. Installation of RPMs: Remove damaged sets of Raised Pavement Markers (RPMs) and
Install Highly Reflective RPM's for approximately 50-feet on either side of the double
yellow center line for the curved segments located along Hillside Drive between Grand
Avenue and Castle Rock Court, per CAMUTCD (Section 313.11). According to this section,
Retroreflective RPMs can increase visibility of traffic lane for vehicles at night.
vi. If funding is available as part of the installation budget, radar speed signage will be
evaluated and may also be installed and considered along the segment.
April 13, 2021, Traffic Committee Meeting Approved Recommendations for City Council
Consideration:
1. TRAFFIC REVIEW ALONG BROADMOOR AVENUE AND REXWOOD STREET
a. Request: The City of West Covina received a request to review the traffic conditions and evaluate
existing conditions at the curve where Broadmoor Avenue and Rexwood Street intersects. The
resident reported speeding vehicles approaching this intersection. The resident requested for the
City to review traffic calming measures that would slow traffic and provide advance warning for
the curve. There is currently no existing signage at the curve nor approaching the curve.
b. Review Standard: After a thorough review of existing field and traffic conditions and per the
California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code
(CVC), based on the traffic review and engineering judgment, it was determined that chevron
alignment signs should be installed along the far end of the curve to improve awareness of
vehicles approaching the curve. It was also determined that a center line consisting of a solid
double yellow line should be installed at the curve of the intersection to ensure vehicles stay in
their correct lane while turning.
c. Recommendation: The Traffic Committee unanimously recommended the following items:
i. Installation of approximately 50 foot long center line consisting of a solid double yellow
line along the center of the curve at the intersection of Broadmoor Avenue and Rexwood
Street.
ii. Installation of Chevron Alignment signs (WI -8) along the curve to provide additional
emphasis and guidance for a change in horizontal alignment. The Chevron Alignment sign
shall be a vertical rectangle, without a border. Chevron Alignment signs shall be installed on
the outside of a turn or curve, in line with and approximately a right angle to approaching
traffic. Per CAMUTCD Section 2C.09, Figure 2C-2 and Table 2C-6.
iii. Installation of Alignment Warning Signs (WI-1) and 15MPH Advisory Speed Plaque
(WI 3- IP). Per CAMUTCD Section 2C.10 and Figure 2C-2. For sign sizes refer to
CAMUTCD Table 2C-2.
iv. Installation of approximately 60 feet of red curb along the west side curb at the curve.
2. TRAFFIC REVIEW FOR THE INTERSECTION OF WALNUT AVENUE AND MERCED
AVENUE
a. Request: The City of West Covina received a request to review the traffic conditions at the
intersection of Walnut Avenue and Merced Avenue to evaluate posting flashing Stop Signs at this
intersection to increase the visibility of the Stop Signs. The resident request reported that the
intersection was dark during nighttime conditions with low visibility of the traffic signs for the EB
and WB directions located on the small island. As part of the traffic review the following items
were looked at: existing roadway conditions, 5 years of collision history, motorist observance of
STOP control and peak how traffic counts at the intersection of Walnut Avenue and Merced
Avenue.
b. Review Standard: After a thorough review of existing field and traffic conditions and per the
California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code
(CVC), based on the traffic review and engineering judgment, it was determined that the
intersection of Walnut Avenue and Merced Avenue would benefit from traffic improvements and
upgrades.
c. Recommendation: The Traffic Committee unanimously recommended the following items, these
measures will increase visibility of the stop signs at Merced Avenue for vehicles traveling along
Walnut Avenue:
i. Installation of Retroreflective Strips on Stop Sign poles: Retroreflective strips are strips
installed on posts that match the background of the sign which aids to enhance the visibility
of the Stop Signs and is beneficial when additional attention needs to be drawn to a stop
sign especially during nighttime conditions. The Red Reflective Strips will be installed on
all Stop Sign posts per CAMUTCD (Section 2A.21) at the intersection of Merced Avenue
and Walnut Avenue.
ii. Replacement of Stop Signage with Oversized Signs and All -Way Stop Plaque: Replacement
of the existing regular sized Stop (RI -I) signs with oversized (3606) Stop signs and install
new 4-Way Supplemental Plaques (R1-3) under each of the new Stop signs.
iii. Crosswalk and Pavement Legend Refresh: Repaint the existing crosswalk striping and Stop
legend at the intersection of Merced Avenue and Walnut Avenue.
iv. Median Improvements: Repaint the yellow median located on Merced Avenue at Walnut
Avenue for both the westbound and eastbound traffic along Merced Avenue and install
highly reflective RPM's around the median for added visibility of the intersection and Stop.
v. Stop Ahead Signage Improvements: The existing stop ahead signage should be replaced
with new highly reflective neon yellow advance Stop Ahead Signage for both the
westbound and eastbound traffic along Merced Avenue in advance of the intersection at
Walnut Avenue.
vi. If funding is available as part of the installation budget or there is future grant eligibility for
other items, converting the Stop signs to flashing stop signs will be evaluated and may be
considered along the segment.
OPTIONS:
The City Council has the following options:
1. Approve staffs recommendation; or
2. Provide alternative direction.
